
The program to encourage entrepreneurship through development projects in 2021 (hereinafter: the Program) is implemented by the Ministry of Economy (hereinafter: the Ministry) in cooperation with the Fund for the Development of the Republic of Serbia (hereinafter: the Fund).
Economic entities that meet the criteria of fast-growing development and/or belong to the fourth development group, and who meet the conditions of the Program, can exercise the right to financial support in the amount of up to 20% of non-refundable funds of value investment investment, i.e. up to 30% of grants for economic entities belonging to the fourth group of development in accordance with Article 11 of the Law on Regional Development and the act of the Government establishing a unique list of development of regions and local self-government units. The remaining amount of the project's value will be financed from the Fund's loan. Entrepreneurs, micro, small, medium and large business entities and cooperatives who meet the criteria of fast-growing development and/or belong to the fourth development group and who are registered in the Agency for Business Registers and who have not operated at a loss in the previous two years and who meet the requirements of the Program have the right to apply for the Public Call for Grants and the right to submit a request for a loan to the Fund.
The funds determined by the Program are intended for:
- purchase, construction, extension, reconstruction, adaptation, rehabilitation, investment maintenance of production space or business space that is part of the production space, or storage space for own products, raw materials and raw materials. Exceptionally, for business entities dealing with information technology and high-tech services, the funds can be used for business premises intended for the purposes of carrying out activities;
- purchase of new or used (not older than five years) machines and equipment, including tools, as well as for delivery vehicles for transporting own products and other means of transport used in the production process;
- permanent working capital, which can make up no more than 10% of the total investment investment;
- procurement of software and computer equipment.
The funds can also be used for machines and equipment to improve energy efficiency and ecological aspects of own production.
The amount of grants cannot be less than 75,000.00 dinars for entrepreneurs, or 250,000.00 dinars for legal entities, nor more than 12,500,000.00 dinars for all economic entities.
The Fund's loans under this program will be approved in accordance with the Fund's program and this program. The repayment term for legal entities is up to ten years within which the grace period is up to one year and for entrepreneurs up to eight years within which the grace period is up to one year. The term of loan repayment cannot be shorter than two years from the date of conclusion of the contract, including the grace period, in case of repayment of the loan within a term that is shorter than two years, the business entity is obliged to return the non-reimbursable funds. A combined application for a loan and an application for a grant with accompanying documentation, in accordance with the Program, are submitted to the Fund. All documentation is submitted in two copies.

The public call is open until the available funds from the Program are used up, and no later than December 31, 2021.
