The Strategy for the Development of the City of Belgrade until 2021 was presented

Belgrade Mayor's Assistant Borko Milosavljević presented the Strategy for the Development of the City of Belgrade until 2021 today in the Old Palace. In the presence of the Mayor of Belgrade Siniša Malog, his deputy Andreja Mladenović, the assistant mayor Slobodan Milosavljević, the president of the City Assembly Nikola Nikodijević, his deputy Andrea Radulović, members of the City Council, city secretaries and directors of the city's public utility companies, Borko Milosavljević presented this umbrella strategic document that clearly defines the key directions of the city's development until 2021.

Milosavljević pointed out that the Strategy outlines the main direction of Belgrade's development, but also includes everything that was achieved during the previous two years.

- I hope that this is a project that will turn the page not only in Belgrade but also at higher levels, so that strategic documents are not a dead letter on paper, but really a guiding line for all generations that will inherit the management of the city and country, so that they do not always start from the beginning, but that we have a basis and a roadmap that will guide us. That is why this document has clearly defined strategic goals, measures and an action plan - Borko Milosavljević said in the introduction, pointing out that the Strategy of the City of Belgrade is not a wish list, but a document that clearly defines goals that everyone can check and compare on the basis of certain indicators.

- The vision of the capital implies that Belgrade must be an urban, sustainable, responsible, dynamic and developed European region. The mission of the city is clearly defined through three key parameters, namely responsible, transparent and efficient management of public affairs, resources and City Administration, then constant improvement of the quality of life and finally positioning Belgrade as a modern European metropolis, economic, educational, touristic and cultural center of this part of Europe. The essence of our strategy is to focus on the quality of life, on the high standard of each of our fellow citizens. In order to achieve this, we defined eight strategic goals - said Milosavljević.

Presenting the first strategic goal, a competitive economy based on knowledge, Borko Milosavljević pointed out that it is one of the key priorities in enabling a better quality of life.

- Within this strategic goal, four key priorities are defined: development of a stimulating entrepreneurial environment, targeted investment attraction, development of an economy based on knowledge and innovation, and development of human resources for the needs of the labor market. Key indicators that serve as a basis for monitoring the fulfillment of priorities arise from those priorities, namely the achieved employment rate of 65 percent in 2021, the average GDP growth rate of four percent at the annual level until 2021 and the average investment growth rate of 5.5 percent at the annual level until 2021 - said Milosavljević.

Smart urban development of Belgrade on two European rivers is another strategic goal, which emphasizes the capital's potential and resources, emphasized the mayor's assistant.

- The first priority is to create preconditions for smart urban development of Belgrade, which implies coverage by planning documents, followed by plan-regulated and controlled urban development of Belgrade and support for investment projects, which implies encouraging rapid development. The improved identity of the city as the third priority implies that each of our fellow citizens really feels like a member of this city, nurturing cultural and historical identity, and the fourth priority is the efficient management of public property. The indicators include the established standards of public space planning, the establishment of an urban GIS by 2018, the adoption of a smart urban development strategy by 2019, the adoption of a minimum of 60 new regulation plans by 2021, the construction and reconstruction of a minimum of five cultural facilities by 2021 and the establishment of a better position for Belgrade in the ranking of cities according to the quality of life - stressed Borko Milosavljević.

Talking about sustainable mobility for interactive development of the city as the third strategic goal, Milosavljević emphasized the need to change the hierarchy in public transport.

- Pedestrians must come first, then cyclists, then public transport and the development of motoring. That is why the priorities are increased accessibility of the city, sustainable mobility of the central city zone, development of economic zones and logistics, and compliance of the traffic system with the needs of citizens. They will be monitored by increasing the share of pedestrians and cyclists by two to five percent, building 100 kilometers of new paths by 2021, establishing a defined concept for the development of city logistics by 2021, improving conditions for all traffic participants and creating preconditions for the construction of the first metro line - said the mayor's assistant. services and improving the level of information and communication with citizens, Milosavljević pointed out.

- This implies that 90 percent of users will be covered by water supply by 2021, 80 to 90 percent by sewage, purification of a total of 10 percent of waste water, a percentage of recycling of 20 percent, a reduction of losses in the water supply network by five percent, that all users will be covered by the service of organized waste collection by 2021 and an increase in the efficiency coefficient of public and utility companies over one by 2018 - emphasized the assistant Mayor.

Energy resources as a development opportunity and one of the strategic goals imply that Belgrade must take care of energy, and they are based on the improvement of energy infrastructure, energy efficiency and the institutional environment for the development of energy systems and the provision of quality services.

- The key indicators for monitoring are the reduction of losses in the hot water network by 30 percent by 2021, billing of 85 and 90 percent for commercial and residential space, functional connection of three heating plants and their heating areas, shutdown of all individual and block boiler rooms that use coal and fuel oil and participation of 25 percent of thermal energy from TENT in the district heating system by 2021 - he said. Milosavljević.

As one of the strategic goals, Milosavljević stated the principle of a sustainable, resilient and renewable city whose priorities are the protection and improvement of the quality of environmental factors, the preservation of biodiversity, natural values ​​and protected natural assets and the development of an institutional system for management, monitoring and reporting on the environment. As indicators, the goals were set to reduce pollution by five percent by 2021, increase green areas by 20 percent, establish a unique information system and increase the number of measuring points for monitoring from 169 to 187.
The city of Belgrade is a socially responsible city, and that is why our priority is diversified, accessible and high-quality social services, improvement of culture and sports, as well as social development infrastructure, Borko Milosavljević pointed out.

- These priorities will be measured through five key indicators: the establishment of a unique system of users of social rights and services by 2019, the adoption of the City's Housing Strategy by 2018, an increase in cultural content by 30 percent by 2021, an increase in the number of children and young people who play sports by 15 percent, and the realization of 80 percent of investment plans in the facilities and equipment of primary health care institutions by 2021 - he said.

As the eighth strategic Milosavljević emphasized the goal of establishing a more efficient administration, whose priorities are the improvement of the organization of the City of Belgrade and coordination with the city's municipalities, the establishment of a modern official system and the modernization of the work processes of the city authorities.

- The City Administration set up in this way will be measured according to the results achieved so that all laws related to the position and organization of the city are changed in accordance with the city's initiatives by 2021, then the official system is implemented, increased participation of citizens in making city decisions and increased participation of citizens and business entities in the use of electronic services of the City Administration by 2021 - stated Borko Milosavljević.
