
A public call for the implementation of a package of services for young and female entrepreneurs published in accordance with the "Program of support for regional development and the development of entrepreneurship implemented through a standardized set of services implemented by accredited regional development agencies in 2024" of the Ministry of Economy, which is implemented through the Development Agency of Serbia and accredited regional development agencies.
The public call for the implementation of a package of services for young and female entrepreneurs provides are two sets of services: The first set refers to services for young people, which includes the assistance of an expert from the Accredited Regional Development Agencies (ARRA) to a young potential or newly established entrepreneur, aged 18 to 35. Free support consists of available standardized advisory services, mandatory training "Training for beginners in business", one/more specialized training and mentoring services lasting up to 40 hours.
The second set of services is intended for women entrepreneurs and consists of the assistance of an expert from ARRA to a business entity whose founder, legal representative, other representative and manager are women. Free support is provided in the form of available standardized advisory services, one or more specialized training and mentoring services lasting up to 40 hours.
The public call is open until December 25, 2024, and the following are eligible to participate:

Young entrepreneurs:
who has a registered business entity in the Agency for Economic Registers for the earliest five years in relation to the year of publication of the Public Call, whose founder and legal representative is a natural person under the age of 35; In a business entity that has several owners, the majority share must be owned by one or more natural persons under the age of 35 (minimum 51%) and one of the legal representatives must be a natural person under the age of 35.
Women entrepreneurs:
newly founded and existing entrepreneurs, as well as micro and small business companies, which are registered in the Agency for Business Registers, and whose founder, legal representative, other representatives and the manager's wife. In a company with several founders, the minimum share, which must be owned by one or more women, is 50%. In a company that has several legal representatives and managers, all of them must be women.
Advisory services within this program
1) checking of documents and online submission of applications and accompanying documents to the Fund's website, which relate to programs for beginners, young people and women, implemented by the Ministry and the Fund;
2) assistance in: drafting a business plan, preparation and verification of documentation and online submission of applications for programs related to beginners, youth and women implemented by the Ministry and the Fund;
3) assistance in drafting a business plan for subsidies for self-employment at the National Employment Service;
4) assistance in preparing documentation and drafting a business plan when applying for a program related to development projects implemented by the Ministry and Fund;
5) assistance in creating a business plan when applying for other loans from the Fund and for available credit lines of the Guarantee Fund of AP Vojvodina;
6) support in the preparation of documentation and applications for entrepreneurship support programs implemented by the Ministry and RAS;
7) advisory services when starting a business (support in registering and establishing a business entity or cooperative, assistance in business planning - development of a business idea or technical assistance in the preparation of documentation and applications for available national sources of financing from the public, private and civil sectors);
8) advisory services for business development (technical assistance in the preparation of documentation and applications for available sources of financing from the public, private and civil sectors, donor support, support in business connections and networking
The training provided by ARRA to existing and potential MSMEs includes 12 modules: training for business beginners; Social entrepreneurship training intended for all potential and existing social entrepreneurship entities; business preparation plans and business with banks and investment readiness; financial management; export - for those who export for the first time; marketing and sales; electronic business and information technologies in business; review of quality standards and environmental protection important for business; innovations; preparation for the Single European Market; participation of SMEs in public procurement and training for female entrepreneurship.
Mentoring is a free service that provides comprehensive support to users through an individual approach. The mentoring process takes place according to the methodology of the Development Agency of Serbia (RAS), developed in cooperation with the Japan International Cooperation Agency (JICA). Mentoring represents the joint work of a mentor and a business entity with the aim of overcoming the current situation and finding the most favorable solutions for future business. Through this approach, the business entity receives regular, time-distributed continuous support, in order to achieve the best possible results. Japanese experiences in mentoring have shown that the effects of this type of consulting are far greater than occasional and short-term advice.
