
The program to encourage entrepreneurship through development projects in 2022 (hereinafter: the Program) is implemented by the Ministry of Economy (hereinafter: the Ministry) in cooperation with the Development Fund of the Republic of Serbia (hereinafter: the Fund).
For the implementation of the Program, grants in the amount of 350,000,000.00 dinars have been provided. Business entities that meet the conditions of the Program can exercise the right to financial support in the amount of up to 20% of grants from the value of the investment investment, i.e. up to 30% of grants for business entities that belong to the fourth group of development in accordance with Article 11 of the Law on Regional Development and the act of the Government establishing a unique list of development of regions and local self-government units. The remaining amount of the project's value will be financed from the Fund's loan.
The right to apply for the Public Call for the allocation of grants and the right to submit an application for a loan to the Fund is for entrepreneurs, micro, small and medium-sized businesses and cooperatives that are registered with the Agency for Economic Registers, and that have not operated at a loss in the previous two years and meet the requirements of the Program.

The amount of grants cannot be less than 75,000.00 dinars for entrepreneurs, or 250,000.00 dinars for legal entities, nor more than 12,500,000.00 dinars for all economic entities.
Fund loans under this program will be approved in accordance with the Fund's program and this program. The repayment term for legal entities is up to ten years within which the grace period is up to one year and for entrepreneurs up to eight years within which the grace period is up to one year. The loan repayment period cannot be shorter than two years from the date of conclusion of the contract, including the grace period, in the case of repayment of the loan within a period shorter than two years, the business entity is obliged to return the non-reimbursed funds.
The interest rate, with the application of the currency clause, is 1% per year with a bank guarantee and 2% per year with other means of security.
Application method and deadline for submission applications
Precisely and correctly completed Unified loan application and grant application with accompanying documentation, in accordance with the Program, are submitted to the Fund. All documentation is submitted in two copies.

The public call is open until the amount of requested grants does not exceed the amount of funds available for the implementation of the Program increased by 25%, which is the average percentage of rejected and abandoned requests before resolution in previous years, and no later than December 31 2022.
