Public call for participation in the Support Program for companies to enter the supply chains of multinational companies in 2020

The Development Agency of Serbia (hereinafter: RAS) through the implementation of a multi-year program of support for companies to enter the supply chains of multinational companies (hereinafter: the Program) aims to support companies in production activities to meet the requirements to become suppliers of multinational companies (hereinafter: MNC) through the improvement of their business performance.CONDITIONS FOR PARTICIPATION IN THE PROGRAMThe applicant must that it meets all the following general conditions:1. that it is registered in the Agency for Economic Registers, as of January 1, 2017;2. that it is not state property;3. that he is not part of a group that meets the requirements for MNC status;4. that the main activity of the Applicant is in: the automotive industry sector - devices and components for the automotive industry (plastics, rubber, machines / equipment); the sector of machinery and equipment for other purposes; metal processing sector; rubber and plastic sector; the sector of production of household appliances and parts of household appliances; sector of electrical and electronic systems and elements of electrical and electronic systems;5. that its products belong to the group of direct/indirect materials that are in the value chain of industrial sectors from point 4;6. that he is not in difficulties in accordance with the rules for granting state aid;7. that the person is not related to the customer/potential customer in accordance with the provisions of the Law on Business Companies;8. that no previous bankruptcy proceedings, bankruptcy proceedings, reorganization proceedings or liquidation proceedings have been initiated;9. that in the previous 12 months starting from the date of application submission, he was not registered as a person in the blockade for more than 14 days continuously, i.e. a total of 30 days;10. to have settled obligations based on taxes and contributions;11. to have a minimum of 10 permanent employees on 31.12.2019. year, according to CROSO records;12. that he achieved business income in 2019 of at least EUR 300,000.00, in dinar equivalent;13. that the value of fixed assets, in the balance sheet in 2019, is not less than EUR 300,000.00, in dinar equivalent;14. to have an implemented ISO 9001 quality system;15. that he did not give up participating in the Program the previous year. PURPOSE OF GRANT FUNDS The program co-finances the activities of the users of the Program on the preparation and realization of business performance improvement, in accordance with the requirements of multinational companies.The program will co-finance the following groups activities: co-finance this activity up to 60% of the total value justified costs, in the maximum amount of RSD 10,000,000;• Investment in tangible assets of the Program Beneficiary, which means the purchase and installation of equipment for automation / digitization / optimization of existing production processes, as well as advanced systems / equipment for interphase quality control and the quality of finished products - RAS will co-finance this activity in the amount of up to 70% of the total value of justified costs, and in the maximum amount of 15,000,000 RSD;• Consulting support for the optimization of production processes in accordance with the expected standards of management of production processes in the target sectors, especially the optimization of existing production lines, the establishment of serial production and the implementation of quality control - RAS will co-finance this activity in the amount of up to 70% of the total value of justified costs and in the maximum amount of 5,000,000 RSD;• Consulting support for the introduction or improvement of corporate management, especially results-based management, strategic and operational planning, human resources management resources, market research, reporting, as well as the development and implementation of software solutions for optimizing business processes and decision-making methods - RAS will co-finance this activity up to 70% of the total value of justified costs, with a maximum amount of 2,500,000 RSD 2,500,000 RSD. RAS reserves the right to correct the final percentage share of co-financing.Each applicant can submit one application, with the fact that they can apply for more than one activity that was previously defined, up to the maximum amount of the intervention. AMOUNT OF GRANTS FUNDSFor implementation of this Program, a budget in the amount of RSD 290,000,000.00 has been determined.Through this program, RAS, through the co-financing of justified costs of project activities, approves grants for the realization of defined activities.The maximum amount of grants per beneficiary of the Program is 23,000,000.00 dinars, which is the threshold for awarding "de minimis" state aid. If the same company has already been a beneficiary of state aid in the current and previous 2 years, the amount of approved grants will be reduced by that amount.RAS will co-finance the projects of Program users through the refund of the entire amount of costs incurred in connection with the implementation of activities included in the Improvement Plan for Program users, which represent justified costs in the sense of this Program, and after the completion of the project activities, i.e. after the complete implementation of the Improvement Plan verified by RAS, together with the submitted request form for payment.Exceptionally, for the activities of purchasing production equipment (up to 3 years old), equipment for automation / digitization / optimization, as well as equipment for interphase quality control and the quality of finished products, co-financing of projects of Program users can be realized through the payment of an advance, in the amount of a maximum of 30% of the approved amount, and the refund of the remaining amount of justified costs, and after the completion of project activities for investment in tangible assets (in the sense of this Program). REQUIRED DOCUMENTATION FOR COMPETITIONForm 1 - duly completed Application, signed by the legal representative, i.e. authorized person for representation;Form 2 - Declaration of acceptance of the conditions of the Program and the granted state aid "de minimis";Certificate of the competent authority of the tax administration that the applicant has settled all public revenues (taxes and contributions), which must not be issued before the date of publication of the Public Invitation;Copy of the quality system certificate[1] certified by a notary public;Balance sheet, income statement and statistical report of the applicant for the year 2019 - Copy of the Certificate of Registration of the regular annual financial report for the year 2019 issued by the APR. If the Applicant did not receive the Certificate of Registration of the regular annual financial report for 2019, submit the balance sheet, income statement and statistical report for 2019, signed and certified by the person responsible for compiling the financial report and the written statement of the Applicant's legal representative on the credibility and identity of the copy submitted to APR for final processing; prescribed by RAS (optional);Form 3 - Statement of MNC on the status of an active supplier (optional);Agreement on the confidentiality of information between RAS and the Applicant. If RAS cannot determine the essential facts for deciding on participation in the Program from the submitted documentation, it reserves the right to request additional documentation from the Applicant, if it deems it expedient.
