Public call for participation in the Support Program for the sectors of the processing industry

The Development Agency of Serbia (hereinafter: RAS) through the implementation of the Support Program for the Manufacturing Industry Sectors (hereinafter: the Program) aims to improve the business environment and increase the competitiveness of MSMEs within the manufacturing industry sector grouped into four areas, namely: machinery and equipment industry; food industry; wood and furniture industry and the rubber and plastic industry as the first step in the implementation of defined strategic goals and activities.

CONDITIONS FOR PARTICIPATION IN THE PROGRAM

The right to participate and use grants belongs to MSMEs that meet the following conditions cumulatively:

1) that the predominant activity of MSMEs is: production or processing of products from the manufacturing sector grouped into 4 areas, namely: machinery industry and equipment; food industry; wood and furniture industry and the rubber and plastic industry, i.e. that the predominant activity of MSMEs is included in the list of classification activities that is an integral part of the documentation for this program - Annex 1.

2) that the predominant activity code was not changed after the publication of the Public Call;

3) that it is majority privately owned;

4) that, at the time of submitting the application, it has been registered in the APR of the Republic of Serbia for at least two years;

5) that it keeps business books according to the double-entry bookkeeping system;

6) that it has settled its obligations on the basis of taxes and contributions;

7) that it has not been subject to previous bankruptcy proceedings, bankruptcy proceedings or liquidation proceedings;

8) that it is not in difficulties, according to the definition contained in the Regulation on the rules for granting state aid;

9) that it has hired a Service Provider, who is specialized in providing the subject services.

The Program will co-finance only project activities that were started after the Public Call was announced and were not completed by the time the application for participation in the Program is submitted.

PURPOSE OF GRANT FUNDS

Eligible project activities include:

1) Organization of business in accordance with the requirements of international business standards - certification and recertification;

2) Harmonization of products with the requirements of technical regulations and standards;

3) Procurement and/or implementation and/or parameterization and/or upgrading of specialized software - "ERP", which must also include modules related to production processes.

The applicant can submit one application for participation in the Program within which he can apply for several activities.

AMOUNT OF NON-REFUNDABLE FUNDS

Funds are available approve individually to Users, as co-financing in the amount of up to 40% of the amount of justified costs without VAT, for each project activity.

The maximum amount of approved funds is 1,000,000.00 dinars.

The total budget of the Program amounts to 50,000,000.00 dinars.

The deadline for the completion of contracted activities and the realization of payments within the approved project is 12 months from the date of signing the contract with RAS.

Eligible costs are costs for which grants are approved under this project, and which meet the following conditions:

1) that they were incurred during the implementation of the project;

2) that they are listed in the planned project budget;

3) that they are directly related for activities supported through this program.

REQUIRED DOCUMENTATION FOR COMPETITION

1) Form 1 - Project application - completed, certified and signed;

2) Form 2 - Applicant's statement on acceptance of the conditions for the allocation of funds and granted state aid of low value (de minimis state aid) - completed, certified and signed;

3) Supplier's offer for the proposed project, which must contain: a clearly defined subject and scope of activities, the deadline for implementation and the price of services expressed in dinars and shown VAT. In case the price is expressed in foreign currency, it is converted according to the middle exchange rate of the National Bank of Serbia on the day of issuing the offer. All possible later exchange rate differences are borne by the User.

4) Documentation of the Service Provider's competencies

• if the Applicant submits a project related to the activity under serial numbers 1 and 2, in the Acceptable Project Activities section:

- proof that the Service Provider is accredited to provide the service in question;

• if the Applicant submits a project related to the activities under serial number 3, in the section Acceptable project activities:

- a reference list with a minimum of 5 recommendations (not older than 3 years) from clients from the relevant sectors. Submit the recommendations on the client's letterhead, with a detailed description of the type of service and the period of execution.

5) Certificate from the competent tax administration that the Applicant has paid all public revenues (taxes and contributions), which must not be issued before the date of publication of the Public Invitation - original or certified copy by the competent certification body).

6) Financial documentation: Balance sheet, income statement and statistical report for 2018 - Copy Certificates of registration of regular annual financial report issued by APR.

If the applicant did not receive the Certificate of Registration of the regular annual financial report for 2018, it is necessary to submit the balance sheet, profit and loss account and statistical report for 2018, signed and certified by the person responsible for compiling the financial report and a written statement of the legal representative of the company on the credibility and authenticity of the copy submitted to APR for final processing.

7) Checklist (supplementary form - not mandatory).

RAS reserves the right to, if necessary, request additional documentation from the Applicant.

APPLICATION METHOD AND APPLICATION DEADLINE

Applications with all accompanying forms and documentation are submitted in person or by registered mail to ARRA, with the indication: Application for public call for participation in the Support Program for the processing sectors of industry.

The public call is open until funds are used up, and no later than September 30, 2019. year.
