Public call for participation in the Program of Support to Businesses for the Promotion of Exports in 2021

The Development Agency of Serbia (hereinafter: the Agency) has decided to support the improvement of the export potential of domestic companies by creating the Program of Support to Businesses for the Promotion of Exports (hereinafter: the Program), with the aim of increasing income from exports of selected sectors, balancing the balance of payments and improving the reputation of the Republic of Serbia in the international business community, as well as increasing the placement of domestic products on foreign markets.TERMS FOR APPLICANTS The right to participate in and use grants belongs to the Applicant who cumulatively fulfills the following general and special conditions.General conditions:that the Applicant is registered in APR, no later than January 1, 2018;that the Applicant's capital is not in public ownership;that the Applicant is settled due tax obligations and contribution;that the Applicant is not in difficulties in accordance with the rules for awarding state aid;1that the Applicant did not unjustifiably withdraw from participation in the previous Support Programs for companies for export promotion implemented by the Agency. The Applicant who participated in the previous Program can apply for participation in this one as well if the Applicant is implemented all intervention measures from the previous Program.The applicant from the previous paragraph can apply for participation in the Program in order to be granted grants for other intervention measures for the same target market compared to the target market from the previous Program, or for the same intervention measures for a different target market compared to the target market from the previous Program. This provision does not apply to the measure of intervention, exposure at international fairs and business meetings. 1 Regulation on the rules for granting state aid ("Official Gazette of RS", number 13/2010, 100/2011, 91/2012, 37/2013, 97/2013, 119/2014, 23/2021 - Decree No. 62/2021 - Decree No. 99/2021)Business capacities:that the Applicant performs processing activities in the Supported Sectors; engages in production: final products that are intended for end consumers;product components, which means serial production of product components that are integrated in an unchanged form into custom-made products that are intended for end consumers, as well as the production of product components that the customer as a manufacturer integrates in an unchanged form into the final product intended for the end consumer.Staff capacities:1. that the Applicant has a minimum of 15 employees in employment, on the day of publication of the Public Call, according to CROSO records; Financial capacities:that the Applicant during the 2019 or 2020 business year achieved business income from the sale of finished products resulting from the performance of processing activities from the production sectors that are the subject of this Program's support, in the amount of less than RSD 35,000,000.00 (Data from the official form of the individual income statement for the observed year - sub-category AOP 1009 Revenue from the sale of products and services);that the share of income from the sale of finished products generated by the performance of processing activities from the production sectors that are the subject of support of this Program is greater than or equal to 50% of the total business income (the ratio of the positions of the Official forms of the individual income statement, for 2019 or 2020, income from the sale of finished products and services sub-categories AOP 1009 and AOP 1001 Business income);that the applicant during 2019 or 2020 achieved exports from the sale of finished products resulting from the performance of processing activities from the production sectors that are the subject of support of this Program of at least 12,000,000 dinars. (Data from the official income statement form for the observed year - AOP 1011 Income from the sale of products and services on the foreign market to parent and subsidiary companies or/and AOP 1013 Income from the sale of products and services to other related legal entities or/and AOP 1015 Income from the sale of products and services to external, unrelated companies);give the value of fixed assets in 2019 or 2020 year is not less than 35,000,000.00 dinars (Data from the official income statement form for the observed year - AOP 0010 Real estate, plants and equipment);that no previous bankruptcy proceedings, bankruptcy proceedings, reorganization proceedings or liquidation proceedings have been initiated against the Applicant. PURPOSE OF NON-REFUNDABLE FUNDSGrants that are approved in accordance with this Program can be awarded in connection with the implementation of project activities aimed at target markets, i.e. intervention measures related to:1. Consulting support for the development strategy of positioning on the target market Under this intervention measure, the User is granted grants for conducting market research, which must include an analysis of the entire target market, a competitive analysis users on the target market, analysis of the competitiveness of the product range of users on the target market, identification of criteria for positioning on the target market as well as the choice of positioning strategy on the target market.For this intervention measure, funds will be refunded up to 60% of the total value of the justified market research costs of all countries within the target market, in an amount that cannot exceed 2. 000,000.00 RSD. 2. Consulting support for export marketing activities Under this measure of intervention, the Beneficiary is granted grants for the implementation of the following activities:creating a marketing plan that involves identifying distribution channels on the target market and establishing contact with distributors as well as creating a plan branding on the target market;creating the design and redesign of one or more products, packaging and packaging in order to adapt to the requirements of the target market, in accordance with the marketing plan;adapting the website for on-line sales or purchasing a new platform intended for electronic commerce that is adapted exclusively for the needs of the User. For this intervention measure, funds will be refunded up to 60% from the total value of justified market research costs of all countries within the target market, and in an amount that cannot exceed 2,000,000.00 RSD. 3. Exhibition at international fairs and business meetings Under this measure of intervention, the User is granted grants for the implementation of the following activities:exhibition at one or more international fairs in the subject area of ​​importance for the promotion of exports in the target market, which includes the costs of renting a space, building a stand, the costs of supporting services (electricity and water supply services, internet supply services, mandatory registration fee or registration fee) and sample transportation costs;visiting a customer or distributor within the company's mission, which includes a fee for consulting mediation services to identify potential customers or distributors in the target market, establishing contacts with potential customers or distributors, as well as a fee for preparing the User for B2B meetings with potential customers or distributors within the company's missions; participation in one or more on-line fairs, webinars and events from the supported sectors of importance for the promotion of exports to the target market, which includes registration or participation costs. For this intervention measure, the funds will be refunded up to 50% of the total value of the justified costs, and in an amount that cannot exceed 2. 000,000.00 RSD. 4. Entering the target market and improving the position on the same Under this measure of intervention, the User is granted grants for the acquisition of attestation, homologation, certification of products and production processes required for placing products on the target market, listing one or more products in trade chains on the target market and listing one or more products on global online stores (for example, Amazon.com) or specialized on-line stores for the target market that are recognized in the international business community.For this intervention measure, funds will be refunded up to 50% of the total value of the justified costs, in an amount that cannot exceed 2,000,000.00 RSD. 5. Consulting support for the improvement of export capabilities Under this measure of intervention, grants are granted to the User for the purpose of conducting one or more trainings with the aim of acquiring knowledge related to sales on the foreign market / online sales, improving financial management, finding the optimal calculation of product prices and export costs, and acquiring knowledge related to the legal / customs / tax aspects of doing business abroad. market.For this intervention measure, the funds will be refunded up to 50% of the total value of justified costs, and in an amount that cannot exceed 1,000,000.00 RSD. 6. Improvement of production capabilities Under this intervention measure, the User is approved grants for the purchase of equipment that includes:equipment aimed at harmonizing product quality with the requirements of the target market;equipment aimed at increasing production capacity or equipment for optimization and improvement of production processes in accordance with the requirements of the customer with whom cooperation has already been contracted.For this measure of intervention, funds will be refunded up to 40% of the total value of justified costs, in an amount that cannot exceed 5,000,000.00 RSD. JUSTIFIED COSTS Eligible expenses are expenses for which grants are approved under this Program, and which meet the following conditions:that they were incurred after the day of the decision on the approval of intervention measures;that they are the same listed in the decision on the approval of intervention measures i grant agreement;that the activities, which implement the approved intervention measures, are carried out by suppliers or service providers that are not related companies to the User, nor are their legal representatives or members related persons to the legal representative or members of the User, in the sense of the law governing companies;that they are listed in the Intervention Plan approved by the Agency;that they are directly related to the supported activities Program. Under no circumstances can the following be understood under justified costs: costs of guarantees, insurance policies, interest, exchange rate differences, customs and administrative costs, costs of forced collection, travel costs and costs of accommodation of employees with users and consultants, costs of production of packaging or labels, as well as costs of producing printed and other promotional material. AVAILABLE FINANCIAL FUNDSA budget in the amount of RSD 185,000,000.00 has been determined for the implementation of this program. The available funds are approved individually to the Beneficiaries, with a refund as co-financing up to a certain percentage of the justified costs of the project activities without VAT. The funds are allocated to the selected Beneficiary in accordance with the provisions of the Regulation as state aid of low value (de minimis state aid). In accordance with Article 4 of the Regulation, the amount of de minimis state aid granted to the Beneficiary may not exceed 23,000,000.00 dinars in any period during three consecutive fiscal years Each Applicant may submit one application, with the fact that within it he must apply for more than one activity defined in point 4.2. of this instruction. This provision does not apply to Applicants who apply in order to exercise the right to grant grants for the intervention measure "Improving production capabilities" for the purpose of purchasing equipment to increase production capacity or equipment to optimize and improve existing production processes in accordance with the requirements of the customer with whom cooperation was previously contracted. The user can be granted a maximum amount of 10,000,000.00 RSD for all activities from the Intervention Plan, and upon its final approval by concluding the Grant Agreement. REGISTRATION METHODThe public call was published on 17. December 2021 and will last 90 days, i.e. until March 17, 2022. Applications are submitted electronically, by creating a user account at the link https://priyave.ras.gov.rs/ and verifying the internet address. Creating a user account opens a page for entering data, as well as for entering supporting documentation, all within Form 1 - Application for participation in the Program. After entering the data and completing the documentation, the user of the account confirms that the application is complete, which means that the application is received electronically. Each Applicant receives a notification of receipt of the application, the registration number of the application and an agreement on the confidentiality of information. The application link is available until the end of the Public Call, after which it is no longer possible to submit an application. REQUIRED DOCUMENTATION FOR COMPETITIONEach Applicant is obliged to attach the following documentation to the submitted application on the Agency's Portal: Form 2 - Statement on the fulfillment of the conditions of the Program and the granted state aid de minimis, on acceptance of the conditions for participation in the Program, which was issued under full material and criminal responsibility;A statement that the Applicant and his responsible persons have not been convicted of economic offenses, as well as that the Applicant, the members of the Applicant and responsible persons within the Applicant have not been convicted of criminal offenses against the economy;A copy of the certificate of the competent authority of the tax administration that The applicant has settled all due tax obligations and contributions, no older than one month from the date of publication of the Public Call;Copy of the ISO 9001 quality system certificate issued by the certification body accredited by ATS, if the Applicant possesses such a certificate;Copy of the HACCP food safety system certificate issued by the certification body accredited by ATS if the Applicant possesses such a certificate;Evidence of the existence of contractual cooperation if The applicant applies for participation in the Program for the purpose of exporting to a customer with whom there is a contractual cooperation.A statement about the course of the production and distribution process within the group, on the basis of which it is possible to determine which member of the group produces and which distributes the final finished products from activities supported by this program, if the Applicant is a parent company or a subsidiary within the group;A scheme of connections within the group, if the Applicant is a parent company or a subsidiary within groups. Applicant Applicants can also submit the following documents with the Application: Evidence of the implementation of industry-specific standards, certificates andCopies of export licenses necessary for business in the target market;Previously prepared analyzes of the target market, product placement analyses, marketing plans, etc.;Agreement on the confidentiality of information signed with the electronic signature of the Applicant's legal representative applications;Other documentation that may have an impact on the evaluation of the application.
