Public call for participation in the Program of financial support for beneficiaries of IPA territorial cooperation projects

The Development Agency of Serbia (hereinafter: RAS) through the implementation of the Program of financial support to the beneficiaries of the IPA program of territorial cooperation (hereinafter: the Program) aims to strengthen regional competitiveness and cooperation through the implementation of partner projects, as well as the improvement and sustainability of institutional capacities in the creation and implementation of projects.CONDITIONS FOR PARTICIPATION IN THE PROGRAMEveryone has the right to participate in the Program and use grants. legitimate beneficiaries of the IPA program of territorial cooperation, if they meet the following general conditions: that they are majority domestically owned, registered on the territory of the Republic of Serbia;that they have settled obligations based on taxes and contributions;that they have not used incentive funds from the budget of the Republic of Serbia, the budget of the Autonomous Province of Vojvodina, and the budget of local self-government units or donor organizations for the same purpose for which they are applying for grants;to have independent financial security participation;that they have signed a contract with the contracting/regulatory body of the IPA program. FINANCIAL FUNDSThe total budget of the Program amounts to 40,000,000.00 dinars.Available funds are approved per project - for co-financing or pre-financing part of 15% of the mandatory financial participation of users in projects, so that RAS finances 10%, and the user 5% of the project, that is, RAS 12%, and the user 3% for users based in the III and IV development groups.The maximum amount of grants awarded under this program is 2,000,000.00 dinars. REQUIRED DOCUMENTATION FOR COMPETITIONThe submitted application must be complete.The documentation that must be submitted when submitting a project proposal is:Form 1 - Project application (completed and signed by the applicant);Form 2 - Statement by the applicant on acceptance of the conditions for awarding the application of funds;Form 3 - Statement on the granted state aid of low value (de minimis state aid);Form 4 - Data on project partners;Agreement and accompanying annexes to the Agreement with the contracting/regulatory body (for project partners and the Agreement and accompanying annexes to the Agreement with the lead partner on Project) which proves that the Applicant is the holder of the project or project partner (contracts concluded in 2018 or later are accepted, i.e. the financial implementation of the project must not be started before 1/1/2018);Project budget (adopted by the contracting/regulatory body);Certificate from the competent tax authority that the applicant has settled all public revenues (taxes and contributions), which it must not be issued before the date of publication of the Public Call or older than 30 days (original);RAS reserves the right to, if necessary, request additional documentation from the Applicant, but only for complete applications.
