PUBLIC CALL FOR THE IMPLEMENTATION OF A STANDARDIZED MENTORING SERVICE

The public call for the implementation of a standardized mentoring service is published in accordance with the Program of the Ministry of Economy - Standardized set of services (SSU) for micro, small and medium-sized enterprises and entrepreneurs in 2020, which is implemented through accredited regional development agencies (ARRA).The mentoring service is intended for micro, small and medium-sized companies and entrepreneurs and cooperatives, with the aim of providing support for smooth development and reducing the number of unsuccessful economic entities and cooperative, through providing comprehensive and timely support to users.The mentoring process takes place according to the RAS methodology, developed in cooperation with the Japan International Cooperation Agency (JICA). The methodology determines the steps in the process in which the professional person-mentor conducts in direct contact and work with the owner and/or legal representative of the business entity, i.e. the management/management of the cooperative, a certain number of hours (from 25 to 50 per user) and that in the user's premises (not less than 75% of the total number of scheduled hours). The owner and/or legal representative of the business entity and the management/management of the cooperative (that is, delegated persons of the governing body of the cooperative) and the mentor together study the current business, the reasons for current problems or obstacles for further development, the most important potentials for growth, and based on the ascertained situation, the mentor and the user of the mentoring service prepare a development plan/project. The methodology of the standardized mentoring service clearly defines all steps and activities in the implementation of mentoring (scheme management, field work, number of visits, activities within each visit, time allotted for preparing the plan and reporting) through guides: General guide for mentoring, Guide for mentoring for beginners and Guide for mentoring mature companies.The mentoring set consists of the following service:Diagnostics in order to understand the current situation in the business entity, i.e. the cooperative;Help in preparing development activities/plans/projects in order to reach the goals of the business entity or the cooperative;Counseling and coordination for access to funds, new technologies, consulting services and more in order to encourage development and improvement of business;Help for preparing loan applications for banks and support programs for MSMEs and cooperatives;Help with the implementation of development activities/plans/projects;Help in finding business partners;Help in finding the necessary information;Kaizen;Consulting;Counseling/coaching;Training;Referral to appropriate specialized consultants.The service refers to free mentoring for micro, small and medium-sized companies, entrepreneurs and cooperatives, which have been in business for up to three years or are at a critical moment for their development or survival on the market.Interested candidates submit applications in three categories:Newly established business entities - not older than 3 years from the date of publication Public call;Existing business entities - registered before May 2017;Cooperatives. CONDITIONS FOR PARTICIPATIONThe following have the right to participate in the public call for the provision of mentoring services:1. Micro, small and medium-sized companies and entrepreneurs who meet the following conditions:registered on the territory of the Republic of Serbia;have settled obligations based on taxes and contributions;do not perform activities within the military industry and do not organize games of chance/lottery.2. Cooperatives that meet the following conditions:that the cooperative is oriented towards supporting the MSME and the founding act clearly defines this;That the cooperative's activity is production, processing and craft services;They have settled obligations based on taxes and contributions;They do not perform activities within the military industry and do not organize games of chance/lotteries.DURATIONThe deadline for the completion of the provision of the standardized mentoring service is December 31, 2020.REQUIRED DOCUMENTATIONDocumentation that must be submitted when applying for the Public Call:1. For newly established economic subjects, not older than 3 years from the date of publication of the public invitation:1.1. Form 1 - Completed application;1.2. Confirmation from the competent Tax Administration that the Applicant has settled all public revenues (taxes and contributions) in the previous year, which must not be issued before the date of publication of the public call, or proof that the Applicant has submitted a Request for the issuance of a Certificate;1.3. Balance sheet, income statement and statistical annex for the year 2019 - Copy of the Certificate of Registration of the regular annual financial report for the year 2019 issued by the APR. If the Applicant did not receive the Certificate of Registration of the regular annual financial report for 2019, submit the balance sheet, income statement and statistical report for 2019, signed and certified by the person responsible for compiling the financial report and the written statement of the Applicant's legal representative on the credibility and identity of the copy submitted to APR for final processing.Note 1: Flat-rate taxed users submit a Certificate from the competent Tax Administration that the Applicant has settled all public revenues (taxes and contributions) in the previous year, which must not be issued before the date of publication of the public call, or proof that the Applicant has submitted a Request for the issuance of the Certificate.Note 2: Documentation under point 1.2. and 1.3. business entities registered in 2020 are not obliged to submit. 2. For business entities that were registered before May 2017:2.1. Form 1 - Completed application;2.2. Confirmation from the competent Tax Administration that the Applicant has settled all public revenues (taxes and contributions) in the previous year, which must not be issued before the date of publication of the public call, or proof that the Applicant submitted a Request for the issuance of a Certificate;2.3. Balance sheet, income statement and statistical annex for the year 2019 - Copy of the Certificate of Registration of the regular annual financial report for the year 2019 issued by the APR. Balance sheet, income statement and statistical annex for the year 2019, for which an authorized person from the cooperative must provide a written statement that each of the documents is authentic and identical to the copy submitted to APR for final processing.RAS reserves the right to, if necessary, request additional documentation from the Applicant, but only for complete submitted applications. FINANCIAL FUNDS The total budget for the provision of standardized mentoring services, within the program of the Standardized Set of Services of the Ministry of Economy, amounts to 6,000,000.00 dinars.The gross amount of 2,000.00 dinars per hour is allocated for the provision of the service.
