The public call for the implementation of a standardized mentoring service is published in accordance with the Program of the Ministry of Economy - Standardized set of services (SSU) for micro, small and medium enterprises and entrepreneurs in 2019, which is implemented through accredited regional development agencies (ARRA).
The mentoring service is intended for micro, small and medium-sized companies and entrepreneurs, clusters and cooperatives, with the aim of providing support for smooth development and reducing the number of unsuccessful economic entities, clusters and cooperatives, through providing comprehensive and timely support to users.
The mentoring process takes place according to the RAS methodology, developed in cooperation with the Japan International Cooperation Agency (JICA). The methodology determines the steps in the process in which the professional person-mentor conducts in direct contact and work with the owner and/or legal representative of the business entity, i.e. the management/administration of clusters and cooperatives, a certain number of hours (from 25 to 50 per user) and that in the user's premises (not less than 75% of the total number of scheduled hours). The owner and/or legal representative of the business entity and the management/management of the cluster and cooperative (that is, the delegated persons of the governing body of the cooperative) and the mentor together study the current business, the reasons for current problems or obstacles for further development, the most important potentials for growth, and based on the established situation, the mentor and the user of the mentoring service prepare a development plan/project.
The methodology of the standardized mentoring service clearly defines all steps and activities in the implementation of mentoring (scheme management, field work, visit, activities within each visit, time allocated for plan preparation and reporting) through guides: General guide for mentoring, Guide for mentoring for beginners and Guide for mentoring mature companies.

The service refers to free mentoring for micro, small and medium-sized companies, entrepreneurs, clusters and cooperatives, which have been operating for up to three years or are at a critical moment for their further development or survival on the market.

DURATION
The deadline for the completion of the standardized mentoring service is December 31, 2019.
REQUIRED DOCUMENTATION
Documentation that must be submitted when applying for the Public Call:
1. For newly established business entities, not older than 3 years from the date of publication of the public invitation:
1.1 Form 1 - Completed application;
1.2 Confirmation from the competent Tax Administration that the Applicant has settled all public revenues (taxes and contributions) in the previous year, which must not be issued before the date of publication of the public invitation (original or copy);
1.3 Balance sheet, income statement and statistical annex for the year 2018, for which the legal representative of the business entity must provide a written statement that each of the documents is authentic and identical to the copy submitted to the APR for final processing.
For business entities that kept business books according to the simple bookkeeping system, it is necessary to submit copies of the Tax Return for the final determination of tax on income from self-employment and contributions for mandatory social insurance for 2018 (form PPDG-1S), as well as a copy of the income statement (form BU) for 2018, which is an attachment to form PPDG-1S.
For flat-rate taxpayers, it is necessary to submit a copy of the Book on realized turnover of flat-rate taxpayers (form KPO) for 2018, certified and signed by the legal representative.
In the event of a change in the business bookkeeping system of a business entity due to a change in legal form, it is necessary for the business entity to submit financial reports in accordance with the bookkeeping system it applied in 2018.
Note: Documentation under point 1.2. and 1.3. business entities registered in 2019 are not obliged to submit.
2. For business entities that were registered before March 2016:
2.1 Form 1- Completed application;
2.2 Confirmation from the competent Tax Administration that the Applicant has settled all public revenues (taxes and contributions) in the previous year, which must not be issued before the date of publication of the public invitation (original or copy);
2.3 Balance sheet, income statement and statistical annex for the year 2018, for which the legal representative of the business entity must provide a written statement that each of the documents is authentic and identical to the copy submitted to the APR for final processing

3. For clusters:
3.1 Form 1- Completed application;
3.2 Confirmation from the competent tax administration that the Applicant has settled all public revenues (taxes and contributions), which must not be issued before the date of publication of the public call (original or copy);
3.3 Balance sheet, income statement and statistical annex for the year 2018, for which the authorized person of the cluster must provide a written statement that each of the documents is authentic and identical to the copy submitted to APR for final processing (statement signed and certified with the cluster seal).
4. For cooperatives:
4.1 Form 1 - Completed application;
4.2 Confirmation from the competent Tax Administration that the Applicant has settled all public revenues (taxes and contributions), which must not be issued before the date of publication of the public invitation (original or copy);
4.3 Balance sheet, income statement and statistical annex for the year 2018, for which the legal representative of the cooperative must provide a written statement that each of the documents is authentic and identical to the copy submitted to APR for final processing
RAS reserves the right to, if necessary, request additional documentation from the Applicant, but only for complete submitted applications. standardized mentoring services, within the program of the Standardized set of services of the Ministry of Economy, amounts to RSD 5,000,000.00. The gross amount of RSD 1,700.00 per hour is set for the provision of the service.

Applications with all accompanying forms and documentation are submitted in person or by registered mail to ARRA with the indication: Application for public call for mentoring services in 2019.
