Public call for the implementation of a package of services for young people and women within the SSU Program for micro, small and medium enterprises and entrepreneurs in 2021, Ministry of Economy

A public call for the implementation of a package of services for young and female entrepreneurs is published in accordance with the Program of a standardized set of services for micro, small and medium-sized enterprises and entrepreneurs in 2021, of the Ministry of Economy, which is implemented through the Development Agency of Serbia and accredited regional development agencies (hereinafter: the SSU Program for MSMEs).A package of services for young people of an expert from ARRA to a young potential or newly established entrepreneur, aged 18 to 30. The assistance consists of available standardized advisory services, mandatory training "Training for beginners in business", one/more specialized training and mentoring services lasting up to 40 hours.Package of services for women entrepreneursincludes the assistance of an expert from ARRA to a business entity whose founder or owner is a woman or a woman is one of the owners with a majority share in the property (minimum 51%) and one of the legal representatives. The assistance consists of available standardized advisory services, one or more specialized trainings and mentoring services lasting up to 40 hours.Advisory services include consultations provided by ARRA within this program related to:assistance in drafting a business plan when applying for startup loans for beginners at the Development Fund;assistance in drafting a business plan when applying for the Program encouraging the development of entrepreneurship through financial support for women entrepreneurs and young people in 2021;support in the preparation of documentation and applications for entrepreneurship support programs implemented by the Ministry and the Development Agency;advisory services when starting a business (support in the registration and establishment of a business entity, help with business planning - business idea development or technical assistance in the preparation of documentation and applications for available national sources of funding from public, private and civil sector);advisory services for business development (technical assistance in the preparation of documentation and applications for available national sources of funding from the public, private and civil sectors, donor support, support in business connections and networking);advisory services in applying for the EU program Horizon Europe.Trainings that ARRA provides to existing and potential MSMEs include 10 modules:training for business beginners (for two days).preparation of a business plan and business with banks and investment readiness (for two days);financial management (for two days);export - for those who export for the first time (for two days);marketing and sales (for one day);electronic business and information technology in business (for one day);review of quality standards and environmental protection important for business (for two days);innovation (for one day);preparation for the Single European Market (for one day);participation of SMEs in public procurement (for one day)The mentoring service is intended for micro, small and medium-sized companies and entrepreneurs and aims to develop business and reduce the number of unsuccessful business entities.The mentoring process takes place according to the RAS methodology, developed in cooperation with the Japan International Cooperation Agency (JICA). The methodology determines the steps in the process in which a professional person-mentor conducts a certain number of mentoring hours (from 25 to 50 per user) in direct contact and work with the owner and/or legal representative of the business entity in the user's premises (not less than 75% of the total number of scheduled hours). The owner and/or legal representative of the business entity and the mentor together study the current business, the reasons for current problems or obstacles to further development, the most important potentials for growth, and based on the ascertained situation, the mentor and the user of the mentoring service prepare a development plan/project. The methodology of the standardized mentoring service clearly defines all the steps and activities in the implementation of mentoring (scheme management, field work, number of visits, activities within each visit, time allocated for plan preparation and reporting) through the guides: General guide for mentoring, Guide for mentoring for beginners and Guide for mentoring mature companies. Mentoring consists of a set of the following services:Diagnosing the current situation;Help in preparing development activities/plans/projects in order to reach the goals of the business entity, cooperative.Coordination for access to funds, new technologies, consulting services and others in order to encourage the development and improvement of business;Help in implementation development activities/plans/projects;Help in finding business partners;Help in finding the necessary information;Kaizen;Referral to appropriate specialized consultants. TERMS FOR PARTICIPATIONThe right to participate in the public call for the provision of services are:Young potential entrepreneur/entrepreneur:aged between 18 and 30 (persons aged 18 will be considered persons who become of age no later than the day of the closing of the Public Call, and persons aged up to 30 will be considered all those who were born in 1991 at the latest);who do not have a business entity registered in the APR of the Republic of Serbia (in the register business companies and entrepreneur). Young entrepreneur:aged between 18 and 30 years old (persons aged 18 will be considered to be persons who become of age at the latest on the closing date of the Public Call, and persons aged up to 30 will be considered to be all those born in 1991 at the latest. year);who has a registered business entity in the Agency for Business Registers no longer than five years before the date of publication of the Public Invitation, and whose founder and legal representative is a natural person under the age of 30; In a business entity that has several owners, the majority share must be owned by one or more natural persons under the age of 30 (minimum 51%) and one of the legal representatives must be a natural person under the age of 30.who have settled obligations based on taxes and contributions. Women entrepreneurs:that have a registered business entity in the Agency for Business Registers no longer than five years before the date of publication of the Public Call, and whose founder and legal representative is a woman. In a business entity that has several owners, the majority share must be owned by one or more women (minimum 51%) and one of the legal representatives must be a woman, if the activity of the cooperative is production, processing and craft services;whose business entity has settled obligations based on taxes and contributions. The package of services cannot be used by potential entrepreneurs and existing business entities for the purpose of performing the following activities:primary agricultural production. Primary agricultural production, in the sense of this program, includes the cultivation of plant crops and domestic animals and other purposes directly related to the cultivation of plants and animals, as well as preservation and storage, and does not include refrigerators, dryers, equipment for packaging, sorting, processing, etc.;commercial activity, except activities that have a certain degree of processing;organization of games of chance, lotteries and similar activities;production and sale of weapons and military equipment;traffic in oil and petroleum derivatives;production of steel and synthetic fibers and coal mining;production and trade of any product or activity, which, according to domestic regulations or international conventions and agreements, are considered prohibited;construction except for the production of construction products and final craft works in construction;transport and traffic;financial services, marketing services, consulting services, market research services, public opinion polls;production of tobacco and tobacco products.rental, rental and self-service activities, except for the needs of tourism. Users of the service package for young people and women cannot use other services provided by the SSU Program for MMSPP 2021. DURATIONThe deadline for the completion of the customer service package is until December 31, 2021. REQUIRED DOCUMENTATIONDocumentation that must be submitted when applying for the Public Call: For natural persons, i.e. young potential entrepreneurs who do not have a registered business entity:Form 1 - Completed application; An integral part of the application is the description of the business idea, i.e. the applicant's description of how the offered package of services will help him realize his business idea; An integral part of Form 1 is also the "list of services offered" within which the applicant, in addition to the mandatory "Training for beginners in business" and mentoring services, completes the advisory services and specialized training that he wants to receive; entrepreneur:Form 1 - Completed application; An integral part of the application is the description of the business idea, i.e. the applicant's description of how the offered package of services will help him realize his business idea; An integral part of Form 1 is the "list of services offered" within which the applicant, in addition to the mandatory "Training for beginners in business" and mentoring services, completes the advisory services and specialized training that he wants to receive;A confirmation from the competent Tax Administration that the Applicant has settled all public revenues (taxes and contributions) in the previous year, which must not be issued before the date of publication of the public call, or proof that the Applicant is submitted a Request for the issuance of a Certificate;Balance sheet and income statement for the year 2020 - Copy of the Certificate of registration of the regular annual financial report for the year 2020 issued by the APR. If the Applicant did not receive the Certificate of Registration of the regular annual financial report for the year 2020, submit the balance sheet and income statement for the year 2020, signed and certified by the person responsible for compiling the financial report and the written statement of the Applicant's legal representative on the credibility and identity of the copy submitted to the APR for final processing.Note 1: Flat-rate taxed users submit a Certificate from the competent Tax Administration that the Applicant has settled all public revenues (taxes and contributions) in the previous year, which must not be issued before the date of publication of the public call, or proof that the Applicant has submitted a Request for the issuance of the Certificate.Note 2: Documentation under point 2.2. and 2.3. business entities registered in 2021 are not obliged to submit. For newly established business entities, which have a business entity registered in the Agency for Business Registers no longer than five years before the date of publication of the Public Call, owned by women entrepreneursForm 1- Completed application; An integral part of the application is the description of the business idea, i.e. the applicant's description of how the offered package of services will help him realize his business idea; An integral part of Form 1 is the "list of offered services" in which the applicant, in addition to the mandatory mentoring service, completes the advisory services and trainings he wishes to receive; "Training for beginners in business" is mandatory for potential or newly established entrepreneurs for up to 2 years of business, and optional for others.Certificate from the competent Tax Administration that the Applicant has settled all public revenues (taxes and contributions) in the previous year, which must not be issued before the date of publication of the public call, or proof that the Applicant has submitted a Request for the issuance of a Certificate;Balance sheet and balance sheet of success for the year 2020 - Copy of the Certificate of Registration of the regular annual financial report for the year 2020 issued by the APR. If the Applicant did not receive the Certificate of Registration of the regular annual financial report for 2020, submit the balance sheet and income statement for 2020, signed and certified by the person responsible for compiling the financial report and the written statement of the Applicant's legal representative on the credibility and identity of the copy submitted to APR for final processing. FINANCIAL RESOURCESThe total budget for providing this service amounts to 23,372,000.00 dinars in the gross amount.The amount determined for the realization of the service package per user is 110,000.00 dinars in the gross amount, while the individual value of each service is prescribed by the Regulation on establishing the Program of a standardized set of services for micro, small and medium enterprises and entrepreneurs in 2021.
