
A public call for the implementation of a package of services for young and female entrepreneurs is published in accordance with the Program of a standardized set of services for micro, small and medium enterprises and entrepreneurs in 2022, of the Ministry of Economy, which is implemented through the Development Agency of Serbia and accredited regional development agencies (hereinafter: the SSU Program for MSMEs).
1) Package of services for young people
Package of services provided by accredited regional development agencies (hereinafter: ARRA) provided to young people within this program means the assistance of an expert from ARRA to young potential or newly established entrepreneurs who have been registered in the Agency for Business Registers for the earliest five years in relation to the year of application submission, aged 18 to 35. The assistance consists of available standardized advisory services, one/more specialized training and mentoring services lasting up to 40 hours. Training "Training for beginners in business" is mandatory for potential and entrepreneurs who have been registered in the Agency for Business Registers for the earliest two years in relation to the year of submission of the application.
2) Package of services for women entrepreneurs
The package of services provided by ARRA to women entrepreneurs within the framework of this program includes the assistance of an expert from ARRA to a business entity whose founder or owner is a woman or where a woman is one of the owners with a majority share owned (minimum 51%) and one of the legal representatives. The assistance consists of available standardized advisory services, one or more specialized trainings and mentoring services lasting up to 40 hours. The training "Training for beginners in business" is mandatory for entrepreneurs who have been registered with the Agency for Business Registers at the earliest two years in relation to the year of application submission.
Advisory services include consultations provided by ARRA within the framework of this program regarding:
1) assistance in preparing documentation and creating a business plan when applying for programs related to beginners, women and youth at the Development Fund of the Republic of Serbia; a maximum of six hours;
2) assistance in creating a business plan for subsidies for self-employment at the National Employment Service; a maximum of two hours;
3) assistance in creating a business plan when applying for other loans from the Development Fund of the Republic of Serbia, and for available credit lines from the Guarantee Fund of AP Vojvodina; a maximum of five hours;
4) support in the preparation of documentation and applications for entrepreneurship support programs implemented by the Ministry and the Development Agency, except for programs related to beginners, women and youth at the Development Fund of the Republic of Serbia; a maximum of three hours;
5) advisory services when starting a business (support for registration and establishment of a business entity or cooperative, help with business planning - development of a business idea or technical assistance in the preparation of documentation and applications for available national sources of financing from the public, private and civil sectors); a maximum of three hours;
6) advisory services for business development (technical assistance in the preparation of documentation and applications for available national sources of financing from the public, private and civil sectors, donor support, support in business networking and networking); a maximum of two hours
7) advisory services when applying for the EU program Horizon Europe; a maximum of five hours
8) technical assistance in the preparation of projects when applying for the Public Call for the procurement of equipment and the provision of services to entrepreneurs, micro, small and medium-sized enterprises within the European Union Support Program for the Development of Municipalities - EU PRO. a maximum of four hours
The gross amount of RSD 2,000.00 per hour is set for the provision of advisory services.
Trainings provided by ARRA to existing and potential MSMEs include 10 modules:
Mentoring is a comprehensive and relatively long process of supporting business entities that are at a crucial moment for development or survival. It represents the joint work of a mentor and a business entity with the aim of overcoming the current situation and finding the most favorable solutions for future business. Through this approach, the business entity receives regular, time-distributed continuous support, in order to achieve the best possible results. Japanese experiences in mentoring have shown that the effects of this type of consulting are far greater than occasional and short-term advice. The methodology determines the steps in the process in which the professional person-mentor conducts in direct contact and work with the owner and/or legal representative of the business entity, i.e. the management/management of the cooperative, a certain number of hours (from 25 to 50 per user) and that in the user's premises (not less than 75% of the total number of scheduled hours). The owner and/or legal representative of the business entity and the management/administration of the cooperative (that is, the delegated persons of the governing body of the cooperative) and the mentor together study the current business, the reasons for current problems or obstacles for further development, the most important potentials for growth, and based on the ascertained situation, the mentor and the user of the mentoring service prepare a development plan/project. within each visit, the time allocated for the preparation of the plan and reporting) through the guides: General guide for mentoring, Guide for mentoring for beginners and Guide for mentoring mature companies.
Mentoring consists of the following services:
Advisory services that are approved as part of the package cannot be implemented as part of the mentoring service.
CONDITIONS FOR PARTICIPATION
The following are entitled to participate in the public call for services:

3. Women entrepreneurs:
The package of services cannot be used by potential entrepreneurs and existing business entities for the purpose of performing the following activities:
Users of the service package for young people and women cannot use other services provided by the SSU Program for MMSPP 2022.
Users of the package for youth and women from the SSU Program for MMSPP 2021 cannot apply for the package in 2022.
DURATION
The deadline for completing the customer service package is until December 31 2022.
REQUIRED DOCUMENTATION
Documentation that must be submitted when applying for the Public Call:

3. For newly established business entities, which have a business entity registered in the Agency for Business Registers no longer than 5 years before the date of publication of the Public Call, owned by women entrepreneurs:
3.1 Form 1 - Completed application; An integral part of the application is the description of the business idea, i.e. description of the applicant in which way the offered package of services will help him realize his business idea; An integral part of Form 1 is the "list of offered services" in which the applicant, in addition to the mandatory mentoring service, completes the advisory services and trainings he wishes to receive; "Training for beginners in business" is mandatory for potential or newly established entrepreneurs up to 2 years of business. while for other users it can be realized in accordance with the needs of users and ARRA assessment; An integral part of the application is a statement on the accuracy of the data.
3.2 Confirmation from the competent Tax Administration that the Applicant has settled all public revenues (taxes and contributions) in the previous year, which must not be issued before the date of publication of the public call, or proof that the Applicant has submitted a Request for the issuance of the Certificate;

RAS reserves the right to, if necessary, request additional documentation from the Applicant, but only for complete submitted applications.
FINANCIAL RESOURCES
The total budget for providing this service is 27,280,000.00 dinars in the gross amount.
The amount determined for the realization of the service package per user is up to 110,000.00 dinars in the gross amount for young potential entrepreneurs and up to 130,000.00 dinars in the gross amount for young entrepreneurs and women entrepreneurs who, while the individual value of each service is prescribed by the Regulation on establishing the Program for a Standardized Set of Services for Micro, small and medium enterprises and entrepreneurs in 2022. year.

Applications with all accompanying forms and documentation are submitted in person or by registered mail to ARRA with the indication: Application for a public invitation to receive a package of services for young and female entrepreneurs in 2022.
The public invitation is open until May 10, 2022.
