PUBLIC CALL FOR THE IMPLEMENTATION OF A PACKAGE OF SERVICES FOR YOUNG AND WOMEN ENTREPRENEURS

A public call for the implementation of a package of services for young and female entrepreneurs is published in accordance with the Program of a standardized set of services for micro, small and medium enterprises and entrepreneurs in 2023, of the Ministry of Economy, which is implemented through the Development Agency of Serbia and accredited regional development agencies (hereinafter: the SSU Program for MSMEs).The public call is open until September 27, 2023. 1) Package of services for young peopleThe package of services provided by ARRA to young people within this program includes the help of an expert from ARRA to a young potential or newly established entrepreneur, aged 18 to 35. The assistance consists of available standardized advisory services, training "Training for beginners in business", one/more specialized training and mentoring services lasting up to 40 hours.2) Package of services for women entrepreneursThe package of services provided by ARRA to women entrepreneurs within the framework of this program includes the assistance of an expert from ARRA to a business entity whose founder or owner is a woman or where a woman is one of the owners with a majority stake in the property (minimum 50%) and one of the legal representatives. In a company with several founders, the minimum share that must be owned by one or more women is 50% and one of the legal representatives must be a woman.The assistance consists of available standardized advisory services, one or more specialized training and mentoring services lasting up to 40 hours. The training "Training for beginners in business" is mandatory for entrepreneurs who have been registered with the Agency for Business Registers for the earliest two years in relation to the year of submission of the application.Advisory services include consultations provided by ARRA within the framework of this program regarding:1) assistance in preparing documentation and creating a business plan when applying for programs related to beginners, women and youth implemented by the Ministry of Economy and the Development Fund of the Republic of Serbia;2) assistance in drafting a business plan for subsidies for self-employment at the National Employment Service;3) assistance in drafting a business plan when applying for other loans at the Development Fund of the Republic of Serbia, and for available credit lines of the Guarantee Fund of AP Vojvodina;4) support in the preparation of documentation and applications for entrepreneurship support programs implemented by the Ministry and the Development Agency, except for the programs from point 1) of this section;5) advisory services when starting a business (support in the registration and establishment of a business entity or cooperative, assistance with business planning - development of a business idea or technical assistance in the preparation of documentation and applications for available national sources of financing from the public, private and civil sectors);6) advisory services for business development (technical assistance in the preparation of documentation and applications for available sources of financing from the public, private and civil sectors, donor support, support in business networking and networking);7) advisory services when applying for the EU program Horizon Europe;For the provision of advisory services, a gross amount of 2,500.00 dinars per hour is determined. ARRA can provide advisory services free of charge to an interested business entity, cooperative and cluster for a period of time:- from paragraph 1, point 1) of this section of a maximum of six hours;- from paragraph 1. point 2) of this section of a maximum of two hours;- from paragraph 1. point 3) of this section of a maximum of five hours;- from paragraph 1. point 4) of this section of a maximum of three hours;- from paragraph 1. point 5) of this section of a maximum of three hours;- from paragraph 1. point 6) of this section of a maximum of two hours hours;- from paragraph 1, item 7) of this section of a maximum of five hours.Trainings provided by ARRA to existing and potential MSMEs include modules that are divided into mandatory and optional.Each ARRA has the obligation to conduct a mandatory training module "Training for beginners in business" (lasting two days).Each ARRA is obliged to conduct at least once a quarter training "Training for women entrepreneurs" intended for all potential and existing female entrepreneurs (for one day). Each ARRA can also conduct the following optional one-day training modules, in accordance with the user's interest:1) preparation of a business plan and business with banks and investment readiness;2) financial management;3) export - for those who are for the first time exports;4) marketing and sales;5) electronic business and information technologies in business;6) review of quality standards and environmental protection important for business; 7) innovation;8) preparation for the Single European Market;9) participation of SMEs in public procurement.Mentoring is a comprehensive and relatively long process of supporting business entities that are at a crucial moment for development or survival. It represents the joint work of a mentor and a business entity with the aim of overcoming the current situation and finding the most favorable solutions for future business. Through this approach, the business entity receives regular, time-distributed continuous support, in order to achieve the best possible results. Japanese experiences in mentoring have shown that the effects of this type of consulting are far greater than occasional and short-term advice.The process of mentoring represents professional help that an expert - mentor provides to a business entity over a long period of time.Depending on the needs of the business entity, during the implementation of the Program, the mentor can allocate from 25 to 50 hours to one business entity.Mentoring users can be micro, small and medium-sized companies, entrepreneurs and cooperatives that have been in business for up to three years or are at a critical moment for their further development or survival on the market. The mentoring service can be provided by persons employed in that ARRA, who have a certificate that they have successfully completed training for mentors organized by the National Agency for Regional Development or that will be organized by the Development Agency and/or the Project "Strengthening and further establishment of mentoring services for small and medium enterprises in the countries of the Western Balkans (Serbia, Bosnia and Herzegovina, Montenegro and North Macedonia)" (RAS - JICA) financed by the Government of Japan through the Japanese Agency for International Cooperation - JICA. ARRAs are obliged to inform the Development Agency about every initiated mentoring, as well as to submit a final report after the service has been implemented and entered into the Mentor master database. ARRA payment for this type of service is made after the mentoring service has been completely provided to the business entity.The gross amount of 2,500.00 dinars per hour is set for the provision of the mentoring service.The methodology of the standardized mentoring service clearly defines all steps and activities in the implementation of mentoring (scheme management, field work, number of visits, activities within each visit, time allotted for preparing the plan and reporting) through guides: General Mentoring Guide, Beginner Mentoring Guide and Mature Business Mentoring Guide.Mentoring comprises the following services:Diagnosing the current situation;Help in preparing development activities/plans/projects to reach goals of the business entity, cooperatives.Coordination for accessing funds, new technologies, consulting services and more to encourage business development and improvement;Help in implementing development activities/plans/projects;Help in finding business partners;Help in finding necessary information;Kaizen;Referral to appropriate specialized consultants.Advisory services that are approved as part of the package, cannot be realized as part of the mentoring service.CONDITIONS FOR PARTICIPATIONThe following have the right to participate in the public call for service provision:1. Young potential entrepreneur:aged between 18 and 35 (persons aged 18 will be considered persons who become of age at the latest on the closing date of the Public Call, and persons aged up to 35 will be considered all those who were born in 1988 at the latest);who do not have a business entity registered in the APR of the Republic of Serbia (in the register of companies and entrepreneur).2. Young entrepreneur:aged between 18 and 35 (persons aged 18 will be considered to be persons who become of age at the latest on the closing date of the Public Call, and persons aged up to 35 will be considered to be all those born no later than 1988);who has a registered business entity in the Agency for Business Registers for the earliest five years in relation to the year of publication Public call, whose founder and legal representative is a natural person under the age of 35; In a business entity that has several owners, the majority share must be owned by one or more natural persons under the age of 35 (minimum 51%) and one of the legal representatives must be a natural person under the age of 35.who have settled obligations based on taxes and contributions.3. Women entrepreneurs:newly founded and existing entrepreneurs, as well as micro and small business companies, which are registered in the Agency for Business Registers (APR), and whose founder and legal representative is a woman. In a company that has several founders, the minimum share that must be owned by one or more women is 50% and one of the legal representatives must be a woman.who have settled obligations based on taxes and contributions.The service package cannot be used by potential entrepreneurs and existing business entities for the purpose of performing the following activities:1. commercial activity, except activities that have a certain degree of processing.2. organizing games of chance, lotteries and similar activities;3. production and sale of weapons and military equipment;4. circulation of oil and oil derivatives;5. production of steel and synthetic fibers and coal mining;6. production and trade of any product or activity, which, according to domestic regulations or international conventions and agreements, are considered prohibited;7. production of tobacco and tobacco products.Users of the package of services for youth and women cannot use other services provided by the SSU Program for MMSPP 2023.Users of the package for youth and women from the SSU Program for MMSPP 2022 cannot apply for the package in 2023.DURATIONThe deadline for completing the customer service package is 31. December 2023.REQUIRED DOCUMENTATIONDocumentation that must be submitted when registering for the Public Call:1. For natural persons, i.e. young potential entrepreneurs who do not have a registered business entity:1.1. Form 1 - Completed application; An integral part of the application is the description of the business idea, i.e. the applicant's description of how the offered package of services will help him realize his business idea; An integral part of Form 1 is also the "list of services offered" within which the applicant, in addition to the mandatory "Training for beginners in business" and mentoring services, completes the advisory services and specialized trainings he wants to receive; An integral part of the application is also a statement about the accuracy of the data.2. For newly established business entities, which have been registered in the Agency for Business Registers for no longer than 5 years (registered since 2018) before the date of publication of the Public Call, owned by young entrepreneurs:2.1 Form 1 - Completed application; An integral part of the application is the description of the business idea, i.e. the applicant's description of how the offered package of services will help him realize his business idea; An integral part of Form 1 is also the "list of services offered" within which the applicant, in addition to the mandatory "Training for beginners in business" and mentoring services, completes the advisory services and specialized trainings he wants to receive; An integral part of the application is also a statement on the accuracy of the data.2.2 Confirmation from the competent Tax Administration that the Applicant has settled all public revenues (taxes and contributions) in the previous year, which must not be issued before the date of publication of the public call, or proof that the Applicant has submitted a Request for the issuance of the Certificate;Note 1: Flat-rate taxed users submit a Certificate from the competent Tax Administration that the Applicant has settled all public revenues (taxes and contributions) in the previous year, which must not be issued before the date of publication of the public call, or proof that the Applicant submitted a Request for the issuance of the Certificate.Note 2: Documentation under point 2.2 business entities registered in 2023 are not obliged to submit.3. For newly established and/or existing entrepreneurs or SMEs, registered in the Agency for Business Registers whose founder and legal representative is a woman3.1 Form 1 - Completed application; An integral part of the application is the description of the business idea, i.e. the applicant's description of how the offered package of services will help him realize his business idea; An integral part of Form 1 is the "list of offered services" in which the applicant, in addition to the mandatory mentoring service, completes the advisory services and trainings he wishes to receive; "Training for beginners in business" is mandatory for potential or newly established entrepreneurs up to 2 years of business. while for other users it can be realized in accordance with the needs of users and ARRA assessment; An integral part of the application is also a statement about the accuracy of the data.3.2 Confirmation from the competent Tax Administration that the Applicant has settled all public revenues (taxes and contributions) in the previous year, which must not be issued before the date of publication of the public call, or proof that the Applicant has submitted a Request for the issuance of a Certificate;Note 1: Flat-rate taxed users submit a Certificate from the competent Tax Administration that the Applicant has settled all public revenues (taxes and contributions) in the previous year, which must not be issued before the date of publication of the public call, or proof that the Applicant submitted a Request for the issuance of the Certificate.Note 2: Documentation under point 3.2. economic entities registered in 2023 are not obliged to submit.RAS reserves the right to, if necessary, request additional documentation from the Applicant, but only for complete submitted applications. FINANCIAL RESOURCESThe total budget for providing this service is 23,946,000.00 dinars in the gross amount.The amount determined for the implementation of the service package per user is up to 130,000.00 dinars in the gross amount for young potential entrepreneurs and up to 150,000.00 dinars in the gross amount for young entrepreneurs and women entrepreneurs who have a business entity registered with the Agency for Economic Affairs registers no longer than five years before the date of publication of the Public Call, while the individual value of each service is prescribed By Regulation on establishing the Program of a standardized set of services for micro, small and medium-sized enterprises and entrepreneurs in 2023 (gross value of an hour of advisory services and an hour of mentoring - 2,500.00 dinars).
