
In accordance with the Regulation on establishing the Support Program for the improvement of local and regional infrastructure - We build together - EIB 8 ("Official Gazette of the RS" number 10/16) Republic of Serbia MINISTRY OF ECONOMY announces a Public call for project applications for the Support Program for the improvement of local and regional infrastructure - We build together - EIB 8
I. Project applicant
The project applicant is a local self-government unit on whose territory the implementation of a certain project is planned, and if the project is implemented by several local self-government units, the project applicant is the local self-government units that implement the project together (hereinafter: the Applicant).
The applicant can submit one project application.
II. The amount of funds for the implementation of the Support Program for the improvement of local and regional infrastructure - We build together - EIB 8
For the implementation of the The support program for the improvement of local and regional infrastructure - We build together - EIB 8 (hereinafter: the Program) funds in the amount of 500,000,000 dinars are foreseen, from the loan of the European Investment Bank.
III. Goal and purpose of the Program
The goal of the Program is to increase the capacity of local self-government units through the improvement of infrastructure, standards and quality of life of citizens.
The purpose of the Program is to participate in financing the implementation of infrastructure projects of importance for local and regional development, namely for:
1) construction, reconstruction, rehabilitation, rehabilitation of roads, streets, bicycle paths and road facilities (bridges, overpasses, footbridges, etc.);
2) construction, reconstruction, extension, rehabilitation, adaptation of facilities for the needs of preschool, school and other levels of education, facilities for student and student standards, as well as facilities for scientific research;
3) construction, reconstruction, extension, rehabilitation, adaptation of school sports halls and grounds;
4) construction, reconstruction, extension, rehabilitation, adaptation of health and social infrastructure facilities (institutions for the provision of health and social assistance);
5) construction, reconstruction, extension, rehabilitation, adaptation objects of cultural and historical heritage (objects of cultural and historical importance that can encourage the development of tourism).
IV. Project financing
The Ministry of Economy participates in project financing up to 50% of the value of the project without VAT.
The remaining value of the project without VAT is financed from the Applicant's budget as well as VAT on the total value of the notified project, in accordance with the regulations governing value added tax.
V. Conditions for the allocation of Program funds
The conditions for the allocation of Program funds are:
1) that the implementation of the project is in accordance with the aim and purpose of the Program;
2) that the co-financing of the project is foreseen by the Applicant in the amount of the corresponding amount;
3) that all previous legal, technical and other procedures that precede the implementation of the project have been completed.
VI. Project evaluation and selection criteria
Project evaluation and selection criteria are as follows:
1) project type (local or regional);
2) project effects;
3) project sustainability;
4) project compliance with strategic documents;
5) number of direct project beneficiaries;
6) number of indirect project beneficiaries.
VII. Documentation for submitting a project to a public call
Documentation that must be submitted when submitting a project to a public call:
1) correctly completed Form - Project Application for the Support Program for the Improvement of Local and Regional Infrastructure - We Build Together - EIB 8;
2) an extract from the decision on the Applicant's budget with the position where the funds for the co-financing of the project are provided. If funds for the co-financing of the project are not foreseen at the time of submitting the application, a statement is submitted that the funds for the co-financing of the project will be provided by a decision on the Applicant's budget within ten days from the allocation of funds;
3) the project for implementation or the main project according to which the act of the competent authority on the basis of which the works are carried out has been issued (in the original or a certified copy or scanned in electronic format on a CD);
4) The project for implementation is submitted with a CD with the following documentation:
– scanned pages showing the statement of the chief designer and the statement of the responsible designers confirming that the project was made in accordance with the location conditions, construction permit, project for a building permit, regulations and rules of the profession;
– textual and graphic attachments;
– bill of quantities and estimate of works in Excel format and a scanned recapitulation of the works with the signature and seal of the responsible designer;
– scanned situation on the cadastral and topographical records documents, certified by competent institutions;
– scanned conditions and consents of the competent institutions.
Along with the main project, according to which the act of the competent authority on the basis of which the works are carried out was issued, a CD with the following documentation is submitted:
- scanned pages showing the certificate of technical control and the seal of the authority responsible for issuing the act on the basis of which the works are started;
- textual and graphic attachments; responsible designer;
- scanned situation on the cadastral - topographic basis, certified by the competent institutions;
- scanned conditions and consents of the competent institutions.
5) act of the competent authority on the basis of which work is carried out on the project for which the application has been submitted.
6) decision on granting consent to the environmental impact study (if an environmental impact assessment study is not required, submit the act of the competent authority on that assessment fact);
7) for projects of investment value over 100,000,000 dinars, a decision on granting consent for compliance with the EU-Natura 2000 directive issued by the ministry responsible for environmental protection;
8) a statement by the applicant about the types of social benefits from the realization of the project, as well as that the realization of the project does not threaten any social category of the population;
9) list of real estate;
10) at least 5 photos of the location where the works will be carried out;
11) statement of the Applicant that, for the purposes of project realization, he provides expert supervision over the execution of works on the realization of the project.
All the mentioned documentation is submitted in original or certified copy and scanned in electronic format on CD.
VIII. Deadline for submitting a project application and method of application
The deadline for submitting a project application is 15 days from the date of publication of the public call in the "Official Gazette of the Republic of Serbia" - until February 23, 2016.
The project application is submitted on the Form - Project Application for the Support Program for the Improvement of Local and Regional Infrastructure - Building Together - EIB 8, which can be downloaded from the website of the Ministry of Economy: www.privreda.gov.rs.
In addition to the project application, all the necessary documentation listed in Chapter VII is submitted. The applicant submits the project application with documentation to the following address:

Untimely and incomplete project applications will not be considered.
Decision on the allocation and use of funds for public support improvement of local and regional infrastructure - Building together - EIB 8 (hereinafter: Decision) is published in the "Official Gazette of the Republic of Serbia" and on the website of the Ministry of Economy.
In the event that the funds from Chapter II of the public call are not used in full, i.e. if during 2016 there are savings during the contracting of the project or another reason that prevents the start of the project, the Decision can be amended or supplemented with ranked projects according to the already established order, and if for any reason this is not possibly, the Ministry of Economy can call for a new public tender invitation.
