Public call for project applications for the Business Infrastructure Development Support Program for 2022

In accordance with the Decree on establishing the Business Infrastructure Development Support Program for the year 2022 ("Official Gazette of RS" No. 4/2022), the Republic of Serbia (Ministry of Economy) announces a Public Call for project applications for the Business Infrastructure Development Support Program for the year 2022

I. Amount of funds for the implementation of the Business Infrastructure Development Support Program for the year 2022

For the implementation of the Business Infrastructure Development Support Program infrastructure for the year 2022 (hereinafter referred to as: the Program) funds in the amount of 647,000,000.00 dinars are foreseen.

An unspecified amount of funds is chosen for the realization of:

  1. measures for infrastructural equipping of business zones and connecting business zones with the environment (hereinafter: Measure 1);
  2. measures for improving infrastructure capacities with the aim of developing tourism and other economic activities (in hereinafter: Measure 2).

II. Project applicant

The project applicant is a local self-government unit on whose territory the implementation of a certain project is planned, and if the project is implemented by several local self-government units, the project applicant is the local self-government unit that implements the project together (hereinafter: Applicant).

The applicant can submit one project application for each measure of the Program.

III. Goal and purpose of the Program

The goal of the Program is to improve the development potential of local self-government units by creating favorable conditions for attracting investments, improving the economic environment and creating new jobs.

The purpose of the Program, which is implemented through Measure 1, is to participate in the financing of the implementation of infrastructure projects in the field of traffic, communal, electric power, energy infrastructure, buildings and other infrastructure in the business zone and infrastructure that ensures the connection of the business zone with environment.

The purpose of the Program implemented through Measure 2 is to participate in financing the implementation of infrastructure projects in the field of traffic, communal electric power, energy infrastructure, projects for the development of areas for public purposes, areas intended for general recreation and other infrastructure that is in the function of the development of tourism and other economic activities.

IV. Project financing

The Ministry participates in project financing in a certain percentage depending on the level of development of the local self-government unit as follows:

1) up to 100% of the project value without VAT for local self-government units from the fourth and third development groups;

2) up to 60% of the project value without VAT for local self-government units from the second and first development groups.

Regarding the level of development of the local unit of self-government, the valid single list of development of regions and local self-government units is applied at the time of submitting the project application

The remaining value of the project without VAT is co-financed from the budget of the local self-government unit, as well as VAT on the total value of the project, in accordance with the regulations governing value added tax.

V. Conditions for the allocation of Program funds

Conditions for the allocation of Program funds are:

  1. that the realization of the project is in accordance with the aim and purpose of the Program;
  2. that co-financing of the project is foreseen by the Applicant;
  3. that the project is in accordance with the spatial and urban plans of the local self-government unit.

VI. Criteria for evaluation and selection of the project

Evaluation and selection of the project is based on the following criteria:

  1. justification of the project;
  2. sustainability of the project;
  3. existence of investor/user intention to invest;
  4. project effects:

a) planned number of new jobs after project implementation - for Measure 1;

b) planned number of direct users after project implementation - for Measure 2.

VII. Documentation for submitting a project to a public call

Documentation to be submitted when submitting a project to a public call:

  1. properly completed Form - Project Application for the Business Infrastructure Development Support Program for the year 2022 - which is submitted scanned on a CD;
  2. excerpt from the Applicant's budget decision with a clearly marked position where funds for co-financing are provided of the project with a Statement on the secured amount of funds for co-financing the project. If funds for co-financing the project are not foreseen at the time of submitting the application, a statement is submitted that the funds for co-financing the project will be provided within ten days from the allocation of funds;
  3. project for execution based on which the works are performed (in electronic format on a CD);
  4. along with the project for execution, the following documentation is submitted on CD:
    • textual and graphic attachments (technical description/report based on which it was created estimate and estimate from the project for execution with graphic attachments: situational plan, characteristic transverse and longitudinal sections depending on the object to which the project relates, all details specified in the estimate and estimate of works);
    • estimate and estimate of works from the project for execution in Excel format that is fully compliant with the technical description and graphic documentation (formatted text - Cyrillic script, font type Times New Roman, font size 12) in which each type of work and their recapitulation presented separately in one document. In the same document, on a separate sheet, a summary recapitulation containing all types of works for which a request for co-financing has been submitted is mandatory. The specified estimate and estimate of works should contain formulas;
    • scanned recapitulation of the works for which a request for co-financing has been submitted with the signature of the responsible designer;
    • scanned situation on the cadastral-topographic basis, certified by the competent institutions;
    • Elaboration of geomechanical tests;
  5. Preliminary justification study, justification study or feasibility study for projects investment value over 5,000,000 euros in dinar equivalent in accordance with the Regulation on the management of capital projects "Official Gazette of the RS", number 51/2019;
  6. act of the competent authority on the basis of which the works are carried out;
  7. list of real estate;
  8. at least five photos of the location where the works will be carried out;
  9. statement of the Applicant that he provides expert supervision for the purposes of project implementation over the execution of works on realization of the project.
  10. excerpt from the planning document as evidence of the existence of the business zone (only for Measure 1);
  11. contract or other appropriate act with the potential investor/user or the written intention of the potential investor/user, which contain information about the investor/user, activities, previous investment activities and the number of new jobs that it plans to open after the project is implemented;

All the above documents are submitted in electronic form in CD format, compiled in the order from paragraph 1 of this chapter.

VIII. Deadline for submitting a project application and method of application

The deadline for submitting a project application is 15 days from the date of publication of the public invitation in the "Official Gazette of the Republic of Serbia".

The project application is submitted on the Form - Project Application for the Business Infrastructure Development Support Program for 2022, which can be downloaded from the Ministry's website: www.privreda.gov.rs.

Along with the project application, all the necessary documentation listed in Chapter VII is submitted.

The applicant submits the project application with documentation to the following address:

Untimely and incomplete project applications will not be considered.

The decision on the allocation and use of funds to support the improvement of business infrastructure for the year 2022 (hereinafter: the Decision) is published in the "Official Gazette of the Republic of Serbia" and on the website of the Ministry.

In the event that the funds from Title I of the public call are not fully used, i.e. if during the year 2022 there are savings during the contracting of the project or another reason that prevents the start of the project, the Decision can be amended or supplemented according to the ranked projects already established order, and if for any reason it is not possibly, the Ministry may announce a new public invitation.

The Ministry will conduct public procurement for the needs of project realization in accordance with the law governing public procurement.

After the public procurement procedure has been carried out, when concluding a contract for the implementation of the project, the participation of the Ministry of Economy and the Applicant in financing the project will be determined in the same proportion as the funds were allocated by the Decision.
