The program to support the development of business incubators - financial support in 2015 (hereinafter: the Program) is implemented by the National Agency for Regional Development (hereinafter: NARR) in accordance with the NARR Work Program for 2015. Beneficiaries:All business incubators that apply through a public call have the right to use grants, and who meet the prescribed conditions for participation in the Program.Business incubators (hereinafter: PI) is, in the sense of this Program, a company that deals with business incubation, independent of the activities of its tenants. Business incubation is understood to be a business process that promotes and supports the development of newly founded companies in the earliest stages of business.Conditions for submitting an applicationThe right to apply for a public call is available to all PIs who meet the following general conditions:that they are registered on the territory of the Republic of Serbia;that they are established in the form of a business company with limited liability;that they were established as of December 31, 2013. that they have at least one full-time employee in the management team of PI;that at least one newly founded company became a tenant of PI in the previous two years.that PI in the current year did not use incentive funds on the same basis from other budgetary sources of financing.PI is obliged to provide funds for co-financing before submitting a request for approval of funds under this program, if individual project values exceed the approved amounts Financial framework and purpose of grantsFor the realization of the Program, funds in the total amount of 15,000,000 dinars have been determined by the budget, the main purpose of which is to support the improvement of functioning and stimulate the development of existing PIs.PIs can be applied for by submitting a request for funding or co-financing of projects from any of the mentioned groups of projects within the defined financial limit for each project, so the approved amount of funds per individual PI can be up to 3,000,000 dinars without VAT.Funds are allocated to PIs in accordance with Art. 95, 96 and 97 of the Regulation on the rules for granting state aid ("Official Gazette of the RS", no. 13/10, 100/11 and 91/12).The subject of financing can be the following project activities:Support to the operational business of PI, through the financing of justified operating expenses incurred in the current year in the PI when supporting tenants who are in the pre-incubation phase or in the first two years of incubation - for this project activity, the maximum amount of approved funds under the PI can be 1,500,000 dinars without VAT.Support to the management team PI: through the engagement of a consultant (service provider for business support). The PI itself selects a qualified consultant to perform these tasks. The chosen consultant should have at least 3 years of experience in providing consulting services and proof of quality services provided - for this project activity, the maximum amount of approved funds per PI can be 500,000 dinars without VAT.Support for marketing activities of PI - for this project activity, the maximum amount of approved funds per PI can be 500,000 dinars without VAT.Infrastructural projects - For this project activity, the maximum amount of funds approved under PI can be 800,000 dinars without VAT.Equipment PI - for this project activity, the maximum amount of funds approved under PI can be 500,000 dinars without VAT.How to applyApplications with all accompanying forms and documentation are submitted in person or by registered mail to the National Agency for Regional development, at the address Terazije 23/VII, Belgrade, with an indication: Application for the public call for participation under the Business Incubator Development Support Program - financial support in 2015.General documentation that must be submitted when submitting a request for financing or co-financing of any or all projects from this program is as follows:Filled, signed and certified Form 1 - Application;Filled, signed and certified Form 2 - Description of individual projects (separate form for each individual project for which the application is submitted);Filled, signed and certified Form 3 - Declaration;Photocopy of the enrollment decision or extract from the register;Certified and signed statement of permanent to a person engaged in the PI management team;A photocopy of the contract or other document confirming that the newly established company has become a tenant of the PI in the previous two years.Special documentation with which to submit a request for financing a project from a specific group of activities is as follows:For the I Project - Support to the operational business of the PI - Attach photocopies of the Agreement on the provision of business incubation services between the PI and clients (startup tenants) who are in the pre-incubation phase or in the first two years of incubation and who became PI tenants on January 1, 2014 at the earliest). Tenants from this group are registered legal entities and entrepreneurs not older than two years.Attach the calculation of the costs of services provided (subsidized rent, business expenses, consulting and other services) to novice tenants, with relevant proofs starting from 01.01.2015. year, and with a projection of costs until the end of the year.For II Project - Support to the PI management team - Attach an offer or a photocopy of the contract on the provision of consulting services between the PI and the consultant, with an accurate description of the planned activities, deadlines and the price of the service. The chosen consultant must meet the following conditions: have at least 3 years of experience in providing consulting services, which is proven by the employer's confirmation on a letter with a job description or a contract on engagement in the provision of consulting services, and to attach evidence of quality services provided (at least three recommendations from users of the appropriate services). If PI hired a consultant after 01.01.2015. for this purpose, submit a photocopy of the invoice for the services performed, as well as a bank statement as proof that the payment was made.For III Project - Support for marketing activities of PI - Attach an offer or a photocopy of the contract between PI and the service provider with an accurate description of the activity, deadlines, price of services and references. In case of co-financing of the fair performance, the applicant is obliged to attach a photocopy of the application for the fair performance, certified by the fair, and proof of payment (e.g. bank statement) as well as some supporting material that would additionally confirm participation in the fair: catalog of participants, photos from the fair, etc. If PI hired a consultant after 01.01.2015. year, submit a photocopy of the invoice for the services performed, as well as a bank statement as proof that the payment has been made.For IV Project - Infrastructure - Attach an offer or a photocopy of the contract of the applicant (PI) concluded with the provider of infrastructure activities (production of project-technical documentation, investment or ongoing maintenance of the facility, reconstruction, extension, adaptation or rehabilitation of the PI facility). The offer, i.e. the contract, must contain an accurate description of the activities, deadlines, dynamics, price of services and references, or, if the activities were started after 01.01.2015. of the year, submit a photocopy of the invoice (situation) for the documents created or the work performed, as well as a bank statement as proof that the payment has been made.For V Project - PI Equipment - If the equipment procurement process is planned or ongoing, attach photocopies of the invoice for the procurement of PI equipment. If the purchase was made starting from 01.01.2015. year, submit a photocopy of the invoice for the purchased equipment, as well as a bank statement as proof that the payment has been made. year, at the latest by 01.10.2015. year, i.e. until the available funds are used up.The deadline for the implementation of all supported activities and all payments related to the implementation is 12/20/2015.
