Public call for the allocation of grants within the program to encourage entrepreneurship through development projects in 2023

The program to encourage entrepreneurship through development projects in 2023 (hereinafter: the Program) is implemented by the Ministry of Economy (hereinafter: the Ministry) in cooperation with the Development Fund of the Republic of Serbia (hereinafter: the Fund). Grants in the amount of 900,000,000.00 dinars have been provided for the implementation of the Program.

Economic entities that meet the conditions of the Program can exercise the right to financial support in the amount of up to 20% of grants from the value of the investment investment, i.e. up to 30% of grants for economic entities belonging to the third or fourth development group in accordance with Article 11 of the Law on Regional Development and the act of the Government establishes a unique list of the development of regions and local self-government units. The remaining amount of the project's value will be financed from the Fund's loan.

Entrepreneurs, micro, small and medium businesses and cooperatives that are registered with the Agency for Economic Registers and that have not operated at a loss in the previous two years and meet the requirements of the Program have the right to apply for the Public Call for Grants and the right to submit a request for a loan to the Fund.

The funds allocated by the Program are intended for:

  • purchase, construction, extension, reconstruction, adaptation, rehabilitation, investment maintenance of production space or business space that is part of the production space, or storage space for own products, raw materials and raw materials. Production space or business space that is part of the production space, or space for the storage of own products, raw materials and raw materials cannot be purchased from another business entity except in exceptional cases when the business entity from which the space is purchased does not operate in that space for a long period of time, or a newly built space is purchased. or used (not older than five years) machines and equipment, including tools, as well as for delivery vehicles for transporting own products and other means of transport used in the production process;
  • permanent working capital, which can make up no more than 10% of the total investment investment;
  • procurement of software and computer equipment.

Also, funds can be used for machines and equipment to improve energy efficiency and ecological aspects of the company production.

The amount of grants cannot be less than 75,000.00 dinars for entrepreneurs, or 250,000.00 dinars for legal entities, nor more than 12,500,000.00 dinars for all economic entities.

Fund loans under this program will be approved in accordance with the Fund's program and this program. The repayment term for legal entities is up to ten years within which the grace period is up to one year and for entrepreneurs up to eight years within which the grace period is up to one year. The loan repayment period cannot be shorter than two years from the date of the contract, including the grace period, in case of repayment of the loan within a period shorter than two years, the business entity is obliged to return the non-refundable funds.

The interest rate, with the application of the currency clause, is 1.5% per year with a bank guarantee and 2.5% per year with other means of security.

How to apply and the deadline for submission of application

Precisely and correctly filled out Unified application for loan and application for grants with accompanying documentation, in accordance with the Program, can be submitted:

  • at the office of the RS Development Fund, in two copies, at the addresses: ul. Bulevar Nemanjića 14a, Niš and ul. Knez Mihailova no. 14, Belgrade or
  • through the RS Development Fund Portal located on the Fund's website, in one copy, with a note that if the Unified Request with accompanying documentation is submitted electronically through the Fund Portal, they must be signed with a qualified electronic certificate.

The public call is open until the amount of the requested grants does not exceed the amount of available funds for the implementation of the Program increased by 20%, what is the average percentage of rejected and abandoned requests before resolution in previous years, and no later than December 31, 2023.
