PUBLIC CALL for grant applications under the SUPPORT PROGRAM FOR ASSOCIATIONS FOR ENTREPRENEURSHIP DEVELOPMENT "UNITED FOR SUCCESS IN EVERY REGION" IN 2026

The Ministry of Economy is implementing the "United for Success in Every Region" support program for entrepreneurship development associations in 2026.

This program is a concrete support measure designed to strengthen the organizational and programmatic capacities of associations that contribute to entrepreneurship and the economic development of local communities, as well as to increase the reach and quality of their activities focused on women, members of national minorities, other vulnerable groups, traditional crafts, and social entrepreneurship.

The total available grant funding for the implementation of the Program is 80,000,000.00 RSD.

Funds from the Program are intended for the financing or co-financing of association projects whose goals are aligned with the objectives of the Program.

The objectives of the Program are focused on:

  1. encouraging the development of entrepreneurial initiatives and an entrepreneurial spirit in local communities;
  2. strengthening the capacities of associations that contribute to the development of entrepreneurship;
  3. the economic empowerment of women, members of national minorities, and other vulnerable social groups;
  4. preserving, improving, and promoting traditions, traditional crafts, and home-based industries;
  5. encouraging the development of social entrepreneurship;
  6. improving business networking, promotion, market access, and digital sales channels for the products and services of association members;
  7. education and the development of skills and knowledge in the field of entrepreneurship.

The right to apply for the grant competition is open to associations that:

  1. are registered as associations with the Business Registers Agency no later than December 31, 2025;
  2. have their headquarters and conduct activities within the territory of the Republic of Serbia;
  3. have goals defined in their founding act and/or statute that are in accordance with the objectives of the Program;
  4. are not currently undergoing bankruptcy or liquidation proceedings;
  5. that did not record a net loss in 2025 and whose accounts are not frozen;
  6. that have settled their due public revenue liabilities;
  7. that have not been subject to a final prohibition of operations measure within the two years prior to submitting the application;
  8. that are able to demonstrate the capacity to manage the projects for which grant funding is requested.

 Eligible project activities include:

  • procurement of necessary equipment for the association's operations;
  • organization of and/or participation of association members in events, trade fairs, local manifestations, bazaars, and similar;
  • organization of and/or participation of association members in capacity-building training;
  • promotion and connecting association members with buyers, including integration into existing e-commerce platforms or the development of new ones for the sale of products and services of association members;
  • certification, obtaining certificates and other documents proving the quality, origin, or compliance of products and services, as well as preparations for obtaining them.

Funds are awarded in the amount of up to 100% of the eligible costs of the approved project, with no requirement for the association to provide its own co-financing. The minimum grant amount that can be approved is 300,000.00 RSD, and the maximum amount is 1,000,000.00 RSD per approved project. If the total project value exceeds 1,000,000.00 RSD, the difference up to the total project value must be provided by the applicant from their own sources or from other sources that do not originate directly from the budget of the Republic of Serbia.

During the duration of the Public Call, only one project may be approved per association. All project activities must be carried out within the territory of the Republic of Serbia, and the project must be completed no later than March 1, 2027.

The Public Call is open until funds are exhausted, and no later than September 4, 2026.

The project proposal with the required documentation must be submitted in a sealed envelope to the address: Ministry of Economy, Kneza Miloša 20, 11000 Belgrade, with the note: "Application for the Public Call for the Support Program for Associations for Entrepreneurship Development 'United for Success in Every Region' in 2026 – DO NOT OPEN". The full name and address of the applicant must be stated on the envelope.
