PUBLIC CALL for grant allocation under the FINANCIAL SUPPORT PROGRAM FOR THE PRODUCTION OF FOOD PRODUCTS FROM 100% DOMESTIC RAW MATERIALS IN 2026 "DOMESTIC QUALITY – FROM DOMESTIC RAW MATERIALS TO PREMIUM PRODUCTS"

The Ministry of Economy, in cooperation with the Development Fund of the Republic of Serbia, is implementing the 2026 Financial Support Program for the production of food products using 100% domestic raw materials, titled "Domestic Quality – From Domestic Raw Materials to Premium Products." This initiative stems from the Republic of Serbia's strategic commitment to strengthening domestic production and fostering the development of processing capacities to increase the use of local resources, bolster domestic manufacturing, and offer consumers high-quality local products.

This program represents a concrete support measure for small and micro enterprises that transform domestic raw materials into final products with higher added value, contributing to employment and the development of local communities.

The total available grant funding for the implementation of the Program is 70,000,000.00 RSD.

The objectives of the Program are focused on:

• strengthening the domestic food industry,
• increasing the added value of domestic products,
• encouraging entrepreneurship,
• contributing to sustainable and balanced economic development.

Eligibility for participation is open to:

• micro and small legal entities and cooperatives registered no later than December 31, 2024;
• entrepreneurs registered no later than December 31, 2024;
• newly established entrepreneurs and micro and small enterprises registered on or after January 1, 2024.

The funds are intended for the co-financing of:

• new or used production equipment (up to five years old),
• delivery vehicles and transport equipment used for production purposes,
• permanent working capital (up to 20% of the investment),
• adaptation and improvement of production space (up to 700,000.00 RSD),
• purchase of computer equipment and software licenses.

Business entities may receive grant funding of up to 40% of the investment value, or up to 50% in local government units classified in the third and fourth development groups, thereby providing additional support to less developed areas and creating conditions for stronger local economic momentum.

The remainder of the investment is provided from own funds or through a Development Fund loan.

The Fund's loan will be granted under the following terms:

1. loan amount: up to RSD 1,200,000.00;
2. repayment period: 60 months;
3. grace period: 12 months;
4. interest rate: 2.5% per annum with a currency clause
5. collateral:

• a pledge on the equipment/vehicle being financed or on other existing equipment of equal or greater value,
• a promissory note from the business entity,
• a personal promissory note from the founder. In cases with multiple founders, all founders must provide their own blank promissory notes, except for those with less than a 5% ownership stake or those who are foreign individuals or legal entities,
• a contractual guarantee from legal entities and entrepreneurs;
• a contractual guarantee from an individual.

The client may also offer other forms of collateral in accordance with the Fund's Program.

The public call is open until funds are exhausted, and no later than September 4, 2026.
