PUBLIC CALL FOR GRANTS WITHIN THE FINANCIAL SUPPORT PROGRAM FOR THE PROCESSING ACTIVITY OF CHEESE AND OTHER DAIRY PRODUCTS FROM 100% DOMESTIC RAW MATERIALS IN 2026 YEARS

Through the implementation of the Program, the aim is to increase the capacity of domestic milk processing, as well as to improve the production of cheeses and other dairy products, thus creating conditions for greater added value within the local community. The programme is aimed at stimulating investment in rural areas, contributing to their economic revival and creating a more favourable business environment.

Particular emphasis is placed on creating new jobs and strengthening the competitiveness of small producers of cheeses and other dairy products, in order to ensure their sustainability in the market and the long-term growth of the sector.

This program is a concrete measure of support for small and micro enterprises that convert domestic raw materials into final products with higher added value, contribute to employment and development of local communities.

The total available grants for the implementation of the Program amount to 50,000,000.00 dinars.

The funds are intended for economic entities operating in the territory of the Republic of Serbia, with a clear development intention to further strengthen production capacities in areas outside the largest urban centers, as well as to ensure more even regional development. In this context, the Program is aimed at entities based outside the city municipalities of the territory of the City of Belgrade and the territory of the City of Novi Sad.

The right to participate shall be:

• micro and small legal entities and cooperatives registered no later than December 31, 2023;
• entrepreneurs registered no later than December 31, 2023;
• start-up entrepreneurs and micro and small business companies registered from January 1, 2024.

The funds are intended for co-financing:

• new or used production equipment (up to five years of age),
• delivery vehicles and means of transport in the production function,
• permanent current assets (up to 20% of the investment),
• adaptation and improvement of production premises (up to 1,000,000.00 dinars),
• procurement of computer equipment and software licenses.

Economic entities can receive grants in the amount of up to 40% of the value of the investment, ie up to 50% in local self-government units classified in the third and fourth development groups, thereby further supporting less developed areas and creating conditions for stronger local economic momentum.

The remaining part of the investment is provided from own funds or from loans from the Development Fund.

The Fund's loan will be granted under the following conditions:

1. loan amount: up to RSD 1.800.000,00;
2. repayment period: 60 months;
3. grace period: 12 months;
4. interest rate: with the application of the currency clause 2.5% per annum
5. Means of security:

• pledge on the equipment/vehicle subject to financing or on other existing equipment of the same or greater value,
• bill of exchange of an economic entity,
• personal bill of exchange of the founder. In the case where there are more than one founder, all founders must provide their own blank promissory notes, except for those who have less than 5% ownership interest or are foreign natural or legal persons,
• contractual surety of legal entities and entrepreneurs;
• contractual surety of a natural person.

The public call is open until the funds are spent, and no later than April 30, 2026.
