On the basis of Article 7 of the Law on the Budget of the Republic of Serbia for the year 2015 ("Official Gazette of the RS", number 142/2014) and the Regulation on Establishing the Support Program for Small Businesses for the Procurement of Equipment in 2015 ("Official Gazette of the RS", number 80/2015)Republic of SerbiaMINISTRY ECONOMYannouncesPUBLIC CALLfor the allocation of grants withinSUPPORT PROGRAM TO SMALL BUSINESSES FOR THE PURCHASE OF EQUIPMENT Program to support small businesses for the purchase of equipment in 2015 (in hereinafter: Program) implemented by the Ministry of Economy (hereinafter text: Ministry) in cooperation with the National Agency for Regional Development (hereinafter: National Agency) and selected commercial banks: 1. ERSTE BANK A.D. Novi Sad 2. BANCA INTESA A.D. Belgrade 3. SOCIÉTÉ GÉNÉRALE BANKA SRBIJA A.D. Belgrade 4. UNICREDIT BANK SERBIA A.D. Belgrade 5. PROCREDIT BANK A.D. BelgradeTotal funds available for the implementation of the Program amount to 200,000,000.00 dinars.The general goal of the Program is to increase the competitiveness of economic entities, improve their operations and internationalization, as well as create new jobs through investments in equipment, through participation in the co-financing of the acquisition of the following equipment: 1) new production equipment and/or machines; 2) used production equipment and/or machines, not older than five year; 3) new parts, specialized machine tools or other capital goods that will be used in order to put into operation unused machines and equipment that produce exchangeable goods.Economic entities can submit only one request for the allocation of grants for the purchase of equipment from one bank.Benefits usersThe right to apply for the awarding competition grants have:1. legal entities, registered in the Agency for Business Registers as business companies or cooperatives, which are classified as micro or small legal entities in accordance with the Law on Accounting ("Official Gazette of the RS", No. 62/2013) according to the financial reports for 2014, as well as 2. entrepreneurs who keep double-entry bookkeeping, registered in the Agency for Business Registers, classified as micro or small legal entities in accordance with the Law on Accounting ("Official glasnik RS", No. 62/2013) according to the financial reports for the year 2014.Conditions for participation in the ProgramConditions that must be fulfilled by the applicants for the award of grants:1. that they have submitted a completed application form with the necessary documentation to one of the banks involved in the implementation of this Program; 2. that they were registered in the register of the Agency for Business Registers no later than December 31, 2012; 3. that no bankruptcy or liquidation proceedings have been initiated against them; 4. that they have settled their due public revenue obligations; 5. that they have not been issued with a legally binding prohibition measure within two years prior to the submission of the application activities; 6. that the owners and/or responsible persons have not been criminally convicted; 7. that they are majority privately owned and that they are not in a group of related parties in which some of the members are large legal entities; 8. that the purpose and purpose of investing in equipment is in accordance with the nature of the entity's activity; 9. that companies, cooperatives and entrepreneurs, according to the financial reports from 2014, have at least one employee; 10. not to perform activities in the following sectors:primary agricultural production;trade (retail and wholesale);production and sale of weapons and military equipment;organization of games of chance and similar activities;production of steel and synthetic fibers and coal mining;production and trade of any products or activities that are considered prohibited according to domestic regulations or international conventions.11. that they are not in difficulties and according to the definition of a business entity in difficulties found in the Program; 12. that in the current fiscal year and in the previous two years (2013, 2014, 2015) they did not receive state aid, the amount of which, together with the requested funds, would exceed the amount of 200,000 euros in dinar equivalent.When checking the creditworthiness of the business entity, commercial banks will be guided by the criteria they use in their daily credit operations. Business entities will contractually undertake not to dispose of the equipment in question for at least 24 months after the conclusion of the grant agreement and the loan agreement.Financial frameworkEconomic entities that meet the conditions of the Program and to which the banks involved in the implementation of the Program conditionally approve a loan may exercise the right to co-financing up to 25% of the equipment acquisition costs. The business entity is obliged to provide 5% of the participation, while the remaining 70% of the investment value will be provided from loans from commercial banks involved in the implementation of this Program. The amount of approved non-refundable aid in the amount of up to 25% of the value of the equipment cannot be less than 250,000.00 dinars, nor more than 2,500,000.00 dinars.Application method and deadline for submitting applicationsPrecisely and correctly completed application and accompanying documentation in two copies (original and certified photocopy), in accordance with the Program, are submitted when applying for a loan in one of the branches/branches of the following commercial banks:1. ERSTE BANK A.D. Novi Sad 2. BANCA INTESA A.D. Belgrade 3. SOCIÉTÉ GÉNÉRALE BANKA SRBIJA A.D. Belgrade 4. UNICREDIT BANK SERBIA A.D. Belgrade 5. PROCREDIT BANK A.D. BelgradeRequired documentation:1) application form - Form number 1; 2) signed written declaration of acceptance of the conditions for the allocation of funds - Form number 2; 3) pro-invoice or pre-contract issued in 2015; 4) original or certified copy of the certificate from the competent branch of the Tax Administration that the applicant has settled all due public revenue obligations; 5) an original or a certified copy of a certificate from the competent court that the business entity has not been subject to a legally binding measure prohibiting the performance of its activities in the last two years; 6) an original or a certified photocopy of the certificate that the owners and/or responsible persons of the business entity have not been criminally convicted.All the information necessary for participation in the Program can be obtained from the mentioned commercial banks.The public call is open until the available funds are used up. spent.Incomplete applications will not be considered.
