The "Creators of Serbia" program – a general financial support program for the MSME sector in 2026 (hereinafter: the Program) is implemented by the Ministry of Economy (hereinafter: the Ministry) in cooperation with the Development Fund of the Republic of Serbia (hereinafter: the Fund).
The total available grant funds for the implementation of this program amount to 80,000,000.00 RSD. The remaining amount of the business entities' investment will be financed from their own funds or from a Fund loan.
Entrepreneurs, micro and small business entities, and cooperatives registered with the Business Registers Agency are eligible to apply for the Public Call.
Beneficiary business entities that meet the Program requirements may be eligible for financial support in the form of grants covering up to 50% of the investment value, not exceeding 1,000,000.00 RSD. The remaining investment amount will be financed from the beneficiary's own funds or a Fund loan with a repayment period of up to 5 years, including a grace period of up to one year, at an annual interest rate of 2.5%, subject to appropriate collateral and the application of a currency clause.
The total amount of approved funds (grant + loan) per application cannot be less than 400,000.00 RSD or more than 2,000,000.00 RSD for all business entities.
Investments eligible for financing under the Program include:
1) purchase of new or used equipment, machinery, and specialized machine tools, as well as machinery and equipment for improving energy efficiency and environmental aspects of own production, vehicles not older than five years, and the purchase of new computer equipment and software licenses used for business operations (hereinafter: equipment);
2) investment and routine maintenance, adaptation, renovation, and reconstruction of production and business premises (hereinafter: works);
3) operating costs, which may account for a maximum of 40% of the total investment structure for which Program funds are requested.
Business founders applying for funding under the Program can contact accredited regional development agencies for free training and technical assistance with the application process.
A accurately completed Unified Loan and Grant Application, or a Grant-only Application if using your own funds instead of a loan, along with the required supporting documentation, must be submitted via the Development Fund of the Republic of Serbia portal on the Fund's website.
The public call is open until funds are exhausted, and no later than September 4, 2026.
