The Ministry of Economy, in cooperation with the Development Fund of the Republic of Serbia, continues to support the establishment, development and survival of new companies, as well as entrepreneurs of the younger generation who represent an important potential of our economy.
The program to encourage the development of entrepreneurship through financial support for business beginners and young people in 2025 is being implemented in order to facilitate access to finance for new and young entrepreneurs, improve their initial position on the market and encourage sustainable business. The remaining part of the investment investment is financed with a loan from the Fund.
The right to apply has the following:
- entrepreneurs, micro and small economic companies registered in APR from January 1, 2023 at the earliest (beginner users),
- entrepreneurs, micro and small economic companies registered in APR from January 1, 2020 at the earliest. year, whose founder, legal representative, other representative or manager is a person under the age of 35 - born in 1990 or later (young users). In companies with multiple owners, the majority share (minimum 51%) must be owned by one or more persons up to the age of 35.
Business entities that meet the conditions of the Program can obtain grants in the following amount:
- beginner users: up to 30% of the investment value,
- beginner users in LGUs of the third or fourth development group: up to 40%,
- young users: up to 40%,
- young users in LGUs of the third or fourth development group: up to 50%.
The remaining part of the investment is financed by a loan from the Fund, with:
- repayment term up to 5 years,
- with a grace period of up to 12 months,
- at an interest rate in accordance with the current Fund program,
- using a currency clause and with appropriate collateral.
Total approved funds (non-refundable + loan) per request can amount to:
- at least 400,000.00 dinars,
- maximum 6,000,000.00 dinars.
Funds from the Program can be used for:
- purchase of machines, equipment, computer equipment, software licenses, tools and delivery vehicles (including electric mopeds), new or used up to five years old, except for computer equipment and software that must be new;
- current maintenance and adaptation of business or production space - up to 1,500,000.00 dinars;
- operating costs - up to 20% of the total investment.
Founders of business entities who apply can contact accredited regional development agencies for free training, as well as advisory and technical support during documentation preparation.
The request is submitted electronically - completed the combined request for a loan and grants with accompanying documentation is submitted through the RS Development Fund Portal.
The public call is open until the total amount of requested grants reaches 135% of the available funds, which corresponds to the average percentage of rejected and abandoned requests from previous years, and no later than 30. April 2026..
