
The "Youth Creating Serbia" program – a financial support program for young entrepreneurs in 2026 (hereinafter: the Program) is implemented by the Ministry of Economy (hereinafter: the Ministry) in cooperation with the Development Fund of the Republic of Serbia (hereinafter: the Fund).
The total available grant funds for the implementation of this program amount to 80,000,000.00 RSD. The remaining amount of the business entities' investment will be financed from their own funds or through a loan from the Fund.
Eligible applicants for the Public Call are:
- newly established entrepreneurs, micro and small enterprises, and cooperatives registered with the Business Registers Agency on or after January 1, 2021, whose founder, legal representative, other representative, and manager is an individual aged up to 35, born in 1991 or later. In a company with multiple owners, the majority stake must be held by one or more individuals aged up to 35 (minimum 51%). In a company with multiple legal representatives and managers, all must be individuals aged up to 35 (hereinafter: young beneficiaries).
Business entities that meet the Program requirements may be eligible for financial support in the form of grants covering up to 40% of the investment value, or up to 50% for business entities located in local self-government units classified as third or fourth group of development in accordance with Article 12 of the Law on Regional Development ("Official Gazette of the RS", Nos. 51/09, 30/10, and 89/15 - other law) and the unified list of development of regions and local self-government units. The remaining investment amount will be financed through a loan from the Fund with a repayment period of up to 5 years, including a grace period of up to one year, at an annual interest rate of 2.5%, subject to appropriate collateral and the application of a currency clause.
The total amount of approved funds (grant + loan) per application cannot be less than 400,000.00 RSD or more than 2,400,000.00 RSD for all business entities.
Investments eligible for financing under this Program include:
- purchase of equipment, tools, machinery, new computer equipment, software licenses, as well as machinery and equipment for improving energy efficiency and environmental aspects of one's own production, vehicles (including electric mopeds) used for business operations and for transporting work equipment, own products, raw materials, and other transport means involved in the production or service provision process (new or used, not older than five years).
- routine maintenance and/or renovation of business and/or production premises up to an amount of 1,500,000.00 RSD of the total investment funds;
- operating expenses, which may account for a maximum of 30% of the total investment structure for which Program funds are requested.
Founders of business entities applying for funds under the Program may contact accredited regional development agencies to undergo free training and receive advisory and technical assistance regarding the application process provided by said agencies.
A precisely and accurately completed Consolidated Loan and Grant Application, along with supporting documentation in accordance with the Program, must be submitted via the Development Fund of the Republic of Serbia portal located on the Fund's website.
The public call is open until the available funds are exhausted, and no later than September 4, 2026.
