PUBLIC CALL - Support program for companies to enter the supplier chains of multinational companies in 2025

DEVELOPMENT AGENCY OF SERBIA through the implementation of a multi-year program of support for companies to enter the supply chains of multinational companies aims to increase the capacity of companies for the purpose of inclusion in the international value chains of multinational companies.DURATION OF THE PUBLIC CALL - DEADLINE FOR SUBMISSION OF APPLICATIONSThe public call was published on October 31, 2025, and applications for participation in the Program can be submitted no later than December 29, 2025.AVAILABLE FUNDSFor the implementation of this program, a budget in the amount of 150,000,000.00 RSD has been determined.Available funds are approved individually to the Users, to finance justified costs related to the implementation of activities within the framework of approved measures interventions, with the allocation of state aid in the total amount that cannot exceed 15,000,000.00 RSD.CONDITIONS FOR PARTICIPATIONEligible to participate are business entities that meet the following conditions:General conditions:that at the time of submitting the Application, it is registered in APR, as a legal entity or an entrepreneur, no later than January 1, 2022;that at the time of submitting the Application, it is classified as a micro, small or medium-sized legal entity in accordance with the Accounting Law, based on the last available financial report;that the share of capital in public property is below the prescribed threshold of significant participation in the sense of the Law on Business Companies;that it is majority owned by a domestic legal or natural person or a foreign legal entity persons if the real owner is a domestic natural person, u within the meaning of the Law on Prevention of Money Laundering and Financing of Terrorism;that he has settled all due obligations on the basis of taxes and contributions;that he is not in difficulties in terms of the regulations governing the allocation of state aid;that he is not connected with a buyer or potential buyer in the sense of the Law on Business Companies;that he does not meet the requirements for acquiring MNC status nor is he connected with a group that meets those conditions, in accordance with the criteria established in the Law on Business Companies.Special conditions:Technical capacity:to have an implemented ISO 9001 quality system or a valid standard certificate that includes the requirements of the ISO 9001 quality management system.Business capacities:to have established cooperation with an MNC or an MNC Supplier or to be in the process of evaluation for the selection of a qualified supplier by the MNC;to be engaged in the production of direct or indirect materials, components, systems and subsystems for products belonging to Supported Value ChainsPersonnel capacity:to have a minimum of 5 employed persons in employment, on the day of publication of the Public Call, according to CROSO records.Financial capacities:that in the 2024 business year, it generated income from the sale of products and services in an amount not less than 35,000,000.00 dinars (the position of the profit and loss account of AOP is observed 1005 - Income from the sale of products and services); If the Applicant has cooperation with an MNC that has production capacity in the territory of the RS or with its supplier or is in the process of establishing such cooperation, the minimum realized income from the sale of products and services must be at least 20,000,000.00 dinars.that in the 2024 business year, he achieved a share of income from the sale of products and services in the total income from sales greater than or equal to 50% (this share is calculated using the following formula: AOP 1005 - Income from the sale of products and services / (AOP 1002 - Income from the sale of goods + AOP 1005 - Income from the sale of products and services));yes the value of fixed assets on 31.12.2024. year is not less than 35,000,000.00 dinars (this share is calculated as the difference between positions AOP 0009 - Real estate, plants and equipment and AOP 0012 - Investment real estate in the balance sheet);If the applicant has cooperation with an MNC that owns production capacities in the territory of the RS or with its supplier or is in the process of establishing such cooperation, the value of the fixed assets must not be less than 20,000,000.00 dinars; that no bankruptcy or liquidation proceedings have been initiated against the Applicant. PURPOSE AND AMOUNT OF GRANTSSupported intervention measuresThis program supports the financing of justified costs incurred in the implementation of activities within the following intervention measures, which serve to establish or expand cooperation with MNC or MNC Supplier:1. support for investment in material assets;2. support for investment in intangible assets;3. consulting support for improving business performance.1. Intervention measure: Support for investment in material assets1.1. Purchase and installation of high-performance production and process equipment (including, but not limited to, industrial robots, production lines, CNC machines, packaging machines and the like), up to three years of age counting from the time of publication of the Public Call.Grants for the specified activity can be approved in the following scope:• For micro and small businesses and entrepreneurs: up to 60% justified expenses, up to a maximum amount of 8,000,000.00 RSD;• For medium-sized companies: up to 40% of justified expenses, up to a maximum amount of 8,000,000.00 RSD.1.2. Purchase of equipment for incoming control of raw materials, interphase control of the quality of production in progress and quality of finished products, up to three years of age counting from the time of publication of the Public Call.Grant funds for the specified activity can be approved in the following scope:• For micro and small businesses and entrepreneurs: up to 60% of justified costs, up to a maximum amount of 5,000,000.00 RSD;• For medium-sized companies: up to 40% of justified costs, up to a maximum amount of 5,000,000.00 RSD.1.3. Purchase of a specific new tool or accessoryGrant funds for the specified activity can be approved in the following scope:• For micro and small businesses and entrepreneurs: up to 60% of justified costs, up to a maximum amount of 3,000,000.00 RSD;• For medium companies: up to 40% of justified costs, up to a maximum amount of 3,000,000.00 RSD.1.4. Purchase and installation of autonomous robots with the ability to learn and cobots, up to three years of age counting from the time of publication of the Public Call.Grants for the specified activity may be approved in the following scope:• For micro and small businesses and entrepreneurs: up to 60% of justified costs, up to a maximum amount of 10,000,000.00 RSD;• For medium-sized companies: up to 40% of justified costs, up to a maximum amount of 10,000,000.00 RSD.2. Intervention measure: Support for investment in intangible assets2.1. Certification of management systems and technical compliance with industry and sector standards (such as IATF 16949, ISO 13485, VDA and CEN norms) specific to Supported Value Chains, as well as certification of management systems according to international standards (ISO 14001, ISO 18001, ISO50001, etc.).Grants for the specified activity can be awarded in the amount of up to 50% of the value of the justified costs for the activity in question, up to the maximum amount of participation in grants of 1,500,000.00 RSD.2.2. Introduction of software solutions, i.e. purchase of software and implementations, with the aim of optimization and transparency of existing production and business processes.Grants for the above-mentioned activity can be awarded in the amount of up to 60% of the value of justified costs for the activity in question, up to the maximum amount of grant participation of 5,000,000.00 RSD.2.3. Costs of creating a prototype or trial series of products, which means the costs of construction and design of the product, testing and testing of the trial model, i.e. the product.Grants for the specified activity can be awarded in the amount of 50% of the value of the justified costs for the activity in question, up to the maximum amount of the grant participation of 1,500,000 RSD.2.4. Covering the costs of annual listing on reference interactive platforms intended to connect suppliers from targeted sectors.Grants for the specified activity can be awarded in the amount of up to 70% of the value of the justified costs for the activity in question, up to a maximum amount of grant participation of 300,000.00 RSD.Costs listings for which grants can be awarded include the costs of an annual subscription to interactive platforms, which enables full access to the selected platform with the possibility of reviewing the entire content, that is, reviewing the demand and listing the applicant's product program as a bidder.The applicant can submit an application simultaneously for annual listing on 3 different platforms.The interactive platform for which listing costs can be awarded grants must be international character, independent and referential.2.5. Reimbursement of insurance premium payment costs, with insurance companies that are in the Register of Joint-Stock Insurance and Reinsurance Companies at the NBS.For the implementation of the mentioned activity, grants may be approved for reimbursement of premium payment costs only for the following insurances:- general liability insurance for damage;- liability insurance for damage caused to third parties;- product liability insurance;- product recall insurance. Grant funds for the specified activity can be awarded in the amount of up to 70% of the value of the justified costs for the activity in question, up to the maximum amount of grant funds participation of 2,500,000.00 RSD.3. Measure of intervention: Consulting support for improving business performance3.1. Consulting support for the optimization of production and business processes aimed at improving efficiency, productivity and quality. This includes, in particular, the optimization of production lines, the establishment of serial production, the implementation of quality control.Grants for the above activity can be approved in the following scope:• For micro and small businesses and entrepreneurs: up to 60% of justified costs, up to a maximum amount of 1,000,000.00 RSD;• For medium companies: up to 40% of justified costs, up to a maximum amount of 1,500,000.00 RSD.3.2. Consulting support for the introduction or improvement of corporate governance, which includes, but is not limited to, activities aimed at strengthening management structures, strategic and operational planning and familiarization with the principles of business in international value chains.Grants for the specified activity may be approved in the following scope:• For micro and small businesses and entrepreneurs: up to 60% of justified costs, up to a maximum amount of 1,000,000.00 RSD;• For medium-sized companies: up to 40% of justified costs, up to a maximum amount of 1,500,000.00 RSD.3.3. Consulting support for the improvement and optimization of the personnel management process through defining the organizational profile of companies and corporate culture and the use of automated tools for employee career management and selection during employment.Grants for the above activity can be awarded in the amount of up to 60% of the value of the justified costs for the activity in question, up to the maximum amount of grant participation of id="">1,000,000.00 RSD.3.4. Consulting support for alignment with ESG business principles, green industry requirements, regulations and sustainable business obligations, through one or more of the following areas:- ESG reporting (introduction or improvement of rules, procedures and reporting related to ESG factors);- Due diligence in the supply chain (establishment of an internal system of documentation, management and preparation of reports in accordance with the Act on Due Diligence in the Supply Chain);- Preparation of technical documentation, studies and reports, including activities aimed at decarbonization and reduction of industrial emissions, and familiarization with the requirements and obligations arising from the European CBAM regulation.Grants for the specified activity may be approved in the following scope:• For micro and small businesses and entrepreneurs: up to 60% of justified costs, up to a maximum amount of 1,000,000.00 RSD;• For medium-sized companies: up to 40% of justified costs, up to a maximum amount of 1,500,000.00 RSD.3.5. Consulting support for implementation of management systems and technical compliance with industry and sector standards (such as IATF16949/IRIS/CE-3A/VDA 6.3/ISO 13485 and CEN norms) specific to the value chains supported by this Program.Grants for the specified activity may be approved in the following scope:• For micro and small enterprises and entrepreneurs: up to 60% of justified expenses, up to a maximum amount of 1,000,000.00 RSD;• For medium-sized companies: up to 40% of justified expenses, up to a maximum amount of 1,500,000.00 RSD.3.6. Consulting support for audit preparation by MNC (requirement identification, compliance with standards, audit simulation).Grants for the specified activity can be approved in the following scope:• For micro and small businesses and entrepreneurs: up to 60% of justified costs, up to a maximum amount of 1,000,000.00 RSD;• For medium-sized companies: up to 40% of justified costs, up to a maximum amount of 1,500,000.00 RSD.3.7. Consulting support for planning the introduction of software solutions, i.e., process mapping that precedes the introduction of software solutions.Grants for the above activity can be approved in the following scope:• For micro and small businesses and entrepreneurs: up to 60% of justified costs, up to a maximum amount of 1,000,000.00 RSD;• For medium-sized companies: up to 40% of justified costs, up to a maximum amount of 1,500,000.00 RSD.
