PUBLIC CALL - Support program for companies for export promotion in 2025

DEVELOPMENT AGENCY OF SERBIA, by implementing this program, has decided to support domestic companies in improving export potential, increasing competitiveness and modernizing production capacities.The goal of the program is to increase income from exports in selected production activities, contribute to balancing the balance of payments, improve the reputation of the Republic of Serbia in the international business community, and achieve greater placement of domestic products on foreign markets. DURATION OF THE PUBLIC CALL - DEADLINE FOR SUBMITTING APPLICATIONSThe public call was published on December 16, 2025, and applications for participation in the Program can be submitted no later than February 16, 2026. AVAILABLE FUNDSFor the implementation of this program, a budget in the amount from 150,000,000.00 RSD.Grant funds can be awarded to finance justified costs related to the implementation of activities within at least two different intervention measures.Available funds will be contracted individually, with the allocation of state aid in a total amount that cannot exceed 10,000,000.00 RSD. CONDITIONS FOR PARTICIPATIONEligible for participation are companies that meet the following conditions:General conditions:at the time of submitting the application, it is entered in the relevant register of companies, as well as registered in the APR no later than January 1, 2022;at the time of submitting the application classified as a micro, small or medium-sized legal entity in accordance with the Law on accounting, based on the last available financial report;that the participation of capital in public property is below the prescribed threshold of significant participation in the sense of the law governing companies;that it has settled its due obligations based on taxes and contributions;that it is not in difficulties in accordance with the rules for granting state aid;that it is not connected to a buyer or potential buyer in the sense of the law that regulated by commercial companies, except if they are related legal entities, i.e. customers or potential customers established for the purpose of carrying out distribution activities on the target market.Special conditions:Technical capacity:The applicant must have a valid ISO 9001 quality management system certificate or a valid standard certificate that includes ISO quality management system requirements 9001.In the event that the Applicant is engaged in the production of food products or beverages, he must have a valid HACCP food safety system certificate or a standard certificate that includes the HACCP food safety system.Business capacities:to engage in production or processing within the following production activities: production of food products (except primary agricultural production, canning of fresh fruit, nuts or vegetables, meat, poultry and fish products freezing and production of sliced ​​and cleaned fruit and slaughterhouses), production of beverages (except mineral and other bottled water), production of metal products other than machines and devices (except production of weapons and ammunition), production of electrical equipment, production of computers, electronic and optical products, production of unmentioned machines and unmentioned equipment, production of motor vehicles, trailers and semi-trailers, production of other means of transport, production of rubber and plastic products, production of pesticides and chemicals for agriculture, production of paints, varnishes, graphic paints and whales, production of detergents, soap and other means for cleaning, polishing, perfumes and toilet preparations, production of furniture, production of clothing items, as well as production of leather and leather items.to engage in production or processing namely:production of final products that are intended for end consumers;or production of product components that in their unchanged form enter into the composition of finished products that are intended for end consumers consumers.Personnel capacity:to have a minimum of 10 employed persons in employment, on the day of publication of the Public Call, according to CROSO records.Financial capacities:that in the 2024 business year, it has generated income from the sale of products and services in an amount not less than 35,000,000.00 dinars (observed position of the Income Statement AOP 1005 - Income from the sale of products and services);that in the 2024 business year the share of income from the sale of products and services in the total income from sales is greater than or equal to 50% (this share is calculated using the following formula: AOP 1005 - Income from the sale of products and services / (AOP 1002 - Income from the sale of goods + AOP 1005 - Income from the sale of products and service));that in the 2024 business year it generated income from the export of products and services in the amount of no less than 12,000,000.00 dinars (the position of the Income Statement of AOP 1007 Income from the sale of products and services on the foreign market is observed);that the value of fixed assets as of 12.31.2024. is not less than 35,000,000.00 dinars (this share is calculated as the difference between positions AOP 0009 (Real estate, plant and equipment) and AOP 0012 (Investment real estate) in the balance sheet);that no bankruptcy or liquidation proceedings have been initiated against the Applicant. PURPOSE AND AMOUNT GRANT FUNDSSupported intervention measuresThis Program supports the financing of justified costs incurred in the implementation of activities within the following intervention measures:Consulting support for the needs of creating a development strategy for positioning in the target marketGrants can be allocated up to the maximum amount from RSD 1,000,000.00, whereby participation can amount to 60% of acceptable costs for micro and small, or up to 40% for medium-sized companies.Consulting support for export marketing activities2.1. Development of a marketing plan, which involves hiring an external service provider (consultant) in order to create a long-term or medium-term marketing plan for the target market;2.2. Development and implementation of a digital marketing strategy, which involves the engagement of an external service provider (consultant) for the development and implementation of a digital marketing strategy, including SEO (search engine optimization), PPC (paid ads) and social media strategies, in order to improve visibility and attract new customers in target markets;2.3. Creation of a conceptual solution/draft design and redesign of one or more products, packaging and packaging in order to adapt to the requirements of the target market, which involves the engagement of an external service provider (consultant) in order to elaborate the idea and conceptualization, design and development of brochures and communication materials (designing brochures, labels and other communication materials that will help in product presentation) of existing or new products, packaging or packaging;2.4. Adaptation of the website for sales on the target market, by an external service provider (consultant) or the purchase of a new platform intended for electronic commerce, which is adapted to the needs of the User.Grant funds can be awarded in the amount of up to 1,000,000.00 RSD per activity, whereby the total amount at the level of the entire intervention measure cannot exceed 2,000,000.00 RSD. The participation of grants can be up to 60% of acceptable costs for micro and small, i.e. up to 40% for medium-sized companies.Entering the target market and improving the position on the same3.1 Acquiring attestation, homologation, certification/recertification/audit of products and production processes required for product placement on the target market market;3.2 Listing of one or more products in trade chains on the target market;3.3 Listing of one or more products on global online stores (for example, Amazon.com) or specialized online stores for the target market that are recognized in the international business community;3.4 Implementation of internationally recognized standards for business improvement and sustainability (application for this activity also includes application for obtaining a certificate from 3.1.)Grants can be awarded in the amount of up to 1,000,000.00 RSD per activity, whereby the total amount at the level of the entire intervention measure cannot exceed 2,000,000.00 RSD. The participation of grants can be up to 50% of eligible costs for micro and small, or up to 40% for medium-sized companies.Consulting support for improving export capabilities (conducting one or more trainings in order to acquire knowledge related to sales on the foreign market)Grants can be awarded up to a maximum amount of RSD 500,000.00, whereby participation can be up to 50% of eligible costs for micro and small businesses, or up to 40% for medium-sized companies.Independent exhibition at one or more international fairsGrants can be awarded up to a maximum amount of RSD 3,000,000.00, whereby participation can amount to 50% of acceptable costs for micro and small, or up to 40% for medium-sized companies.Improving production capabilities6.1. Analysis of justification of equipment procurement;6.2. Procurement of equipment, up to three years of age, counting by the time of publication of the Public Call.For this intervention measure, grants are approved for the cumulative implementation of both activities.Grants can be awarded up to a maximum amount of 5,000,000.00, whereby RSD can amount to 40% of the value of justified costs per activity.
