Public invitation to the unemployed for the grant of a subsidy for self-employment

THE CITY ADMINISTRATION OF THE CITY OF BELGRADE, the Secretariat for the Economy and the National Employment Service-branch for the city of Belgrade announced a public call for the unemployed to award subsidies for self-employment.

The subsidy for self-employment is intended for unemployed people who are registered with the National Employment Service (hereinafter: the National Service) and have completed training for the development of entrepreneurship. The subsidy for self-employment is awarded in a one-time amount of 200,000.00 dinars, that is, 220,000.00 dinars in the case of self-employment of redundant employees or 240,000.00 dinars for unemployed persons with disabilities, for the purpose of establishing a shop, cooperative or other form of entrepreneurship, as well as the establishment of a company, if the founder establishes an employment relationship in it. An unemployed person who realizes the right to a subsidy for self-employment is obliged to perform a registered activity and pay obligations based on mandatory social insurance contributions for at least 12 months, starting from the day of starting the activity. The right to a subsidy can also be realized by joining together several unemployed people, by establishing a company for self-employment. If several unemployed people join together, in accordance with the law, each person individually submits a request for self-employment and exercising the right to a subsidy of 200,000.00 dinars, i.e. 220,000.00 dinars in the case of self-employment of surplus employees or 240,000.00 dinars in the case when the applicants are persons with disabilities. Prior to inclusion in the program, the National Service checks compliance with the legal and conditions of this public call for unemployed persons. Funds allocated on the basis of the subsidy for self-employment are de minimis state aid.

REQUIREMENTS FOR SUBMITTING REQUESTS

The unemployed person can exercise the right to receive a subsidy for self-employment on the condition that: - registered in the unemployment register of the National Service, - completed entrepreneurship training according to the training plan and program organized by the National Service or another appropriate organization, - settled previous contractual and other obligations towards the National Service, except for obligations whose implementation is ongoing, if they are regularly settles and - within the allowed amount determined for de minimis state aid in the current fiscal year and the previous two fiscal years, in accordance with the Regulation on rules for granting state aid. An unemployed person cannot exercise the right to a subsidy for self-employment: - for performing activities that are not financed, according to the list of activities that is an integral part of the public call; - for the performance of jobs/activities for which a decision on disability or a decision on assessment of work ability and the possibility of employment or maintaining employment has determined that a person with a disability cannot perform them; - for establishing an association; - if it has already used a subsidy for self-employment that was partially or fully financed by the National Service funds. During the duration of the Public Call, an unemployed person can submit a request for the grant of a subsidy for self-employment only once. The headquarters of the beneficiary of the subsidy must be in the territory of the city of Belgrade.

The list of activities that cannot be subsidized is available in each organizational unit of the National Service and on the website www.nsz.gov.rs. The public call has been open since the day it was published in the media, and the deadline for submitting applications with a business plan is July 12, 2019.
