The National Employment Service - branch for the City of Belgrade and the City of Belgrade have announced a public call for the unemployed to award subsidies for self-employment in 2022. The subsidy for self-employment (hereinafter referred to as the subsidy) is intended for the unemployed who are registered with the National Employment Service (hereinafter referred to as the National Service) and have completed training for the development of entrepreneurship.
The subsidy is awarded in a one-time amount of 300,000.00 dinars, or 330,000.00 dinars for unemployed persons with disabilities, in order to establish a shop, cooperative or other form of entrepreneurship, as well as the establishment of a company, if the founder establishes an employment relationship in it. An unemployed person who realizes the right to a subsidy is obliged to perform a registered activity and, on that basis, pay contributions for mandatory social insurance for at least 12 months, starting from the day of starting the activity. The right to a subsidy can also be realized by joining together several unemployed people, by establishing a company for self-employment. If several unemployed people join together, in accordance with the law, each person individually submits a request for self-employment and exercising the right to a subsidy of 300,000.00 dinars, or 330,000.00 dinars in the case when the applicants are persons with disabilities. The funds allocated on the basis of the subsidy are de minimis state aid.
The right to the subsidy can be exercised by an unemployed person on the condition that he/she:
- is registered in the unemployment register of the National Employment Service branch for the city of Belgrade,
- has completed training for the development of entrepreneurship according to the training plan and program organized by the National Service or another appropriate organization,
- fulfilled previous obligations and settled all debts towards the National Service and
within the allowed amount of de minimis state aid in the current fiscal year and the previous two fiscal years, in accordance with the regulations for granting
state aid
Documentation for submitting the application:
- completed application with a business plan on the prescribed form of the National Service,
- proof of completed training, if not completed in the organization of the National Service and
- proof of ownership of business premises, if the applicant has the same.
The dates on the attached evidence, which are defined in the application with the business plan, must be no later than the date of submission of the application with the business plan. In the case where the applicant is a person with a disability, it is necessary to submit a decision on disability or assessment of work ability and the possibility of employment or maintaining employment. The National Service reserves the right to request other evidence relevant for deciding on the applicant's request. Method of submission of the request The request with a business plan and documentation is submitted to the competent organizational unit of the National Service, according to the place of residence, directly. by mail or electronically, on the prescribed form that can be obtained from each organizational unit of the National Service or downloaded from the website of the National Service www.nsz.gov.rs and on the internet presentation of the city of Belgrade www.beograd.rs.
The decision to approve the subsidy for self-employment is made on the basis of the ranking list, and after checking the fulfillment of the conditions of the Public Call and the attached documentation and scoring of the submitted application with the business plan, within 30 days from the end of the public invitation. The National Service - Branch for the City of Belgrade and the City of Belgrade, i.e. the Commission, check the submitted requests, i.e. check the fulfillment of the conditions of the Public Call and the attached documentation. Exceptionally, requests that meet the conditions of the Public Call, and which have not been positively decided within the specified period, can be taken into consideration again if the conditions are met.
An unemployed person can register and start performing the registered activity starting from the day after the request was submitted in the territory of the city of Belgrade, and no later than the date of signing the contract. Registration and commencement of the registered activity after the request has been submitted and before the decision on the grant of the subsidy has been made, does not create an obligation on the part of the National Service that the subsidy will be approved.
Documentation for the conclusion of the contract:
- a photocopy of the decision of the competent authority on registration in the register, if it is not registered in the APR,
- a photocopy of the confirmation of the completed registration with the Tax Administration (form REG). The contract is concluded after the verification of the correctness of the documents submitted for the conclusion of the contract.
Means of securing the fulfillment of contractual obligations
When concluding the contract, the person is obliged to submit two identical blank drawn promissory notes of the beneficiary of the funds with two guarantors and a promissory note authorization. time, a natural person who independently carries out his activity (entrepreneur), i.e. a person who independently carries out his activity in accordance with a special law (e.g. lawyer, notary, public bailiff, etc.), pensioner.
The beneficiary of the subsidy is obliged to:
- perform the activity for which the subsidy was granted in accordance with the submitted request with the business plan as a basic one, and on this basis pay contributions for mandatory social insurance for at least 12 months, starting from the day of commencement performance of activities, with the possibility of temporary interruption of activities for a maximum of 12 months according to the decision of the APR or other competent authority,
- enable the National Service to monitor the implementation of contractual obligations and insight into the performance of activities,
- at the request of the National Service, submit evidence of the realization of contractual obligations and
- inform the National Service of all changes that are important for the implementation of the contract, within 8 days from the date of the change.
In case of non-fulfilment or partial fulfillment of obligations from the contract, the beneficiary of the subsidy is obliged to return the full or proportional amount of the funds paid increased by the legal default interest from the date of transfer of the funds.
The public call is open from the day of publication in the public media, and the deadline for submitting applications with a business plan is May 25, 2022.
