
The Development Agency of Serbia published a Public call for the implementation of a standardized mentoring service, which is published in accordance with the Program of the Ministry of Economy - Standardized set of services (SSU) for micro, small and medium-sized enterprises and entrepreneurs in 2016
, which is implemented in cooperation with the Development Agency of Serbia (RAS) and through accredited development agencies (ARRA) based in Subotica, Zrenjanin, Novi Sad, Ruma, Belgrade, Požarevac, Kragujevac, Kraljevo, Užice, Novi Pazar, Niš, Leskovac, Zaječar, Kruševac and Loznica.
GOAL
Support for smooth development and reduction of the number of unsuccessful economic entities and cooperatives.
The mentoring process takes place according to the NARR methodology (taken over by RAS), developed in cooperation with the Japan International Cooperation Agency (JICA). The methodology determines the steps in the process in which a professional person-mentor, in direct contact and work with the founder and/or responsible person of the business entity, i.e. the management/management of the cooperative, conducts a certain number of hours (from 25 to 50 per user), and that in the user's premises. The founder and/or responsible person of the business entity and the management/administration of the cooperative (that is, the delegated persons of the governing body of the cooperative) and the mentor together study the current business, the reasons for current problems or obstacles for further development, the most important potentials for growth, and based on the ascertained situation, the mentor and the user of the mentoring service prepare a development plan/project.
CONTENTS OF MENTORING SERVICES
▪ Diagnostics of business;
▪ Help in the preparation of development activities/plans/projects in order to achieve the goals of the business entity, cooperatives;
▪ Counseling and coordination for access to funds, new technologies, consulting services in order to encourage the development and improvement of business;
▪ Help in the preparation of credit applications for banks and support programs for MSMEs and cooperatives;
▪ Help in the implementation of development activities/plans/projects;
▪ Help in finding business partners;
▪ Consulting/coaching;
▪ Training;
▪ Referral to appropriate specialized consultants.
PUBLIC CALL CONDITIONS
The right to participate in the public call has the following:
Micro, small and medium-sized companies and entrepreneurs engaged in production or by providing services and cooperatives whose activity includes production and craft services, and which meet the following conditions:
▪ majority domestic private ownership, registered on the territory of the Republic of Serbia;
▪ settled obligations based on taxes and contributions;
▪ do not perform activities within the military industry and do not organize games of chance/lottery,
and cooperatives that meet the following conditions:
▪ that they are defined predominant activity in The foundation contract (founding act) includes production and craft services (except for primary agricultural production)
▪ that tax and contribution obligations have been settled;
▪ not to perform activities within the military industry and not organize games of chance/lottery,
Interested candidates submit applications in three categories:
▪ Newly established business entities (business companies and entrepreneurs) - registered after March 1, 2014;
▪ Existing business entities - registered before March 1, 2014;
▪ Cooperatives.
REQUIRED DOCUMENTATION
1. For newly established business entities:
▪ Completed form 1 - application;
▪ Company/shop registration statement (certified copy);
2. For business entities that were registered before March 1, 2014:
▪ Completed form 1 - application;
▪ Statement of company/shop registration, certified copy
▪ Confirmation from the competent Tax Administration that the company/shop - the applicant, has settled all tax obligations in the previous year, as well as by the date of publication of the public call (original or certified copy);
▪ Balance sheet, profit and loss account and statistical annex for the year 2015, for which an authorized person from the company/shop must provide a written statement that each of the documents is authentic and identical to the copy submitted to the Agency for Business Registers for final processing (statement signed and certified with the seal of the business entity).
3. For cooperatives:
▪ Completed form 1 - application;
▪ Certificate from the competent tax administration that the applicant has settled all public revenues (taxes and contributions), which must not be issued before the date of publication of the tender (original or certified copy by the competent certification authority);
▪ Balance sheet, income statement and statistical annex for 2015, for which the authorized person from cooperative must give a written statement that each of the documents is authentic and identical to the copy that was submitted to the Agency for Business Registers for final processing (statement signed and certified with the cooperative's seal).
