Public competition for the allocation of funds to support the development of female entrepreneurship

The City Administration of the City of Belgrade, the Secretariat for the Economy, has announced a public competition for the allocation of funds to support the development of female entrepreneurship.Based on the Decision on the method, conditions and criteria for selecting the beneficiaries of funds within the measures and activities to support the development of female entrepreneurship financed from the budget of the City of Belgrade ("Official Gazette of the City of Belgrade" No. 37/16), the Decision on the Budget of the City of Belgrade ("Official Gazette of the City of Belgrade" No. 81/15) and Conclusion of the mayor of the city of Belgrade no. 3-3887/16-G from 06.06.2016. year, the City Administration of the City of Belgrade, the Secretariat for the Economy, announces a public competition for the allocation of funds to support the development of women's entrepreneurship.BASIC INFORMATIONThe amount of financial resources allocated to support the development of women's entrepreneurship through the improvement of production and capacity expansion of business with the aim of developing micro, small and medium-sized enterprises and entrepreneurs owned by women, strengthening competitiveness and encouraging employment is 5,000,000.00 dinars.The special objectives of the financing are: improvement of the business process through the introduction of new production, business or improvement of existing business lines, the initiation of new entrepreneurial activities, the opening of opportunities for the modernization and expansion of production and service-oriented activities, as well as the preservation of existing ones and the creation of conditions for the creation of new jobs. (machinery and equipment), which will enable the improvement of the quality of the existing or the introduction of a new product/service into the business process, with the obligation to employ one unemployed person from the records of the National Employment Service, for a period of at least one year.A fixed asset in this sense means machines and equipment that will be used for more than one year (longer than one accounting period) and whose purchase value per acquired fixed asset must be greater than 60,000.00 dinars without VAT.Justified expenses that are financed are expenses that are directly related to the purchase of one or more fixed assets and by which is meant the purchase price of the fixed assets without VAT, as well as the dependent costs that may accompany the acquisition of these assets (transport costs, handling costs, loading and unloading costs, costs related to certificates and customs duties).All these costs must be invoiced to the beneficiary of the funds, i.e. stated on invoices issued in the name of the beneficiary of the funds.State aid of low value, i.e. de minimis state aid, for which funds are provided in budget of the city of Belgrade in 2016. year, it cannot be awarded for the activities and activities specified in the legal and other regulations that regulate the control and allocation of state aid.APPLICANTS Micro, small and medium-sized enterprises owned by women with a share of at least 60% in the total capital of the company, as well as entrepreneurs whose founder is a woman, are entitled to the allocation of funds.GENERAL CONDITIONSThe applicant is entitled to the allocation of funds if he meets the following conditions:1. That they are mostly domestically owned and that they are registered in the territory of the city of Belgrade at least one year before the date of publication of the public competition;2. That the business entity has not been issued a legally binding measure prohibiting the performance of activities within two years prior to the date of publication of the public tender;3. That the founders and responsible persons have not been convicted or are not being prosecuted for any of the crimes as members of an organized criminal group, that they have not been convicted of crimes against the economy, crimes against the environment, the crime of accepting or giving bribes, the crime of fraud;4. That the business entity is not in a group of related parties in which some of the members are large legal entities;5. That he has settled all taxes and contributions, as well as other obligations on the basis of public revenues, in accordance with the regulations of the Republic of Serbia, by the date of publication of the public competition;6. That the business entity's current accounts with commercial banks were not blocked for more than 15 (fifteen) days in the period of one year before the announcement of the public tender.CRITERIA FOR EVALUATION AND RANKING OF APPLICATIONS(download, in PDF format, at the bottom of this page)In the event that two or more applicants have the same number of points, in the evaluation list and ranking, priority will be applied according to the order of the mentioned criteria.REQUIRED DOCUMENTATIONApplication is an integral part of the public competition and consists of the following forms:- application form - submitted signed by an authorized person in the business entity and certified with the seal of the business entity;- cost specification (budget of activities) - submitted signed by an authorized person in the business entity to the subject and authenticated with the stamp of the economic operator subject; each item expressed in the budget of the activity must be justified with a corresponding document (purchase or purchase value, transport costs, customs clearance costs, certification costs, etc.);- a signed and stamped statement (an integral part of the application) under full moral, material and criminal responsibility that the economic entity has not been awarded grants for the same justified costs by some of the state institutions in the current year - is submitted signed and certified with the seal of the economic entity subject;- a signed and stamped statement (an integral part of the application) under full moral, material and criminal responsibility of the user of funds on the allocation of de minimis state aid - submitted signed and stamped with the seal of the business entity; business entity.With a completed application, required is to submit the following documentation:1. Financial report for 2014 and 2015:- For business entities that keep business books according to the double-entry bookkeeping system - Copy of the Certificate of Registration of the regular annual financial report for 2014 and 2015 (balance sheet, income statement and statistical annex), issued by the Agency for Business Registers. If the business entity did not receive the Certificate of Registration of the regular annual financial report for 2015, submit the balance sheet, profit and loss account and statistical annex for 2015, signed and certified by the person responsible for compiling the financial report, and a written statement of the legal representative of the legal entity/entrepreneur on the credibility and identity of the copy submitted to the Agency for Business Registers for final processing;- For business entities that keep business books according to the simple bookkeeping system - Copies of the Tax Return for the final determination of tax on income from self-employment and contributions for mandatory social insurance for the years 2014 and 2015 (form PPDG-1S), certified by the tax administration, as well as a copy of the income statement (form BU) for the years 2014 and 2015, which is attached to the form PPDG-1S;- For flat-rate taxpayers - a copy of the Book of realized turnover of flat-rate taxed of the taxpayer (KPO form) for 2014 and 2015, certified and signed by the legal representative;2. A certificate from the competent tax administration that he has paid the due taxes, contributions and other public revenues, in accordance with the regulations of the Republic of Serbia, in the original or in a photocopy certified by a court, municipality or a notary, no later than the day of the announcement of the competition;3. OP form (certified signatures of persons authorized for representation, original or photocopy certified with stamp and signature);4. Extract from the individual tax return on calculated taxes and contributions (PPP PD), printed from the electronic database of the Tax Administration (EBP-PURS), certified by the employer, for applications submitted in the month preceding the month of application submission;5. Evidence that the business entity has not been subject to a legally binding measure prohibiting the performance of activities within two years prior to the publication of the Public Tender, namely:- Confirmation by the Commercial Court that the business entity has not been subject to a legally binding measure prohibiting the performance of activities within two years prior to the submission of the application and- Certification from the Misdemeanor Court that the business entity has not been subject to a legally binding measure prohibiting the performance of activities within the two years prior to the submission of the application.The specified documents must be issued after the date of publication of the Public Tender. They are submitted in the original or in a photocopy certified by the court, municipality or notary;6. Evidence that the founders and responsible persons have not been convicted or are not being prosecuted, namely:- Certificate from criminal records issued by the Ministry of the Interior that the person has not been convicted of any of the crimes as a member of an organized criminal group, crimes against the economy, crimes against the environment, the crime of receiving or giving a bribe, the crime of fraud and- A certificate issued by the competent court that no investigation has been initiated against the person, nor has it been brought an indictment for one of the crimes as a member of an organized criminal group, crimes against the economy, crimes against the environment, the crime of receiving or giving a bribe, the crime of fraud.The specified documents that the owners and/or responsible persons of the business entity have not been convicted must be issued after the date of publication of the Public Tender. In the case of a company, certificates are submitted for all founders, as well as for the legal representative if he is not one of the founders, and in the case of an entrepreneur, the same certificates must be submitted by the person who registered the activity as an entrepreneur. They are submitted in the original or in a photocopy certified by the court, municipality or notary;7. The original invoice (supplier's proforma invoice), with all accompanying documents from which the type and purpose of the basic assets, i.e. equipment, price and payment term, as well as other important elements of importance for the implementation of the activity, issued by the equipment supplier can be determined. The applicant must submit only a preliminary invoice, the supplier's offer will not be accepted.8. The original invoice (supplier's invoice) and/or a photocopy of the contract on the purchase of fixed assets and the estimate (if the entire amount or a part of the amount was paid according to the estimate), the delivery note/receipt for the purchased fixed asset and proof of payment (bank statement), only in the case that the applicant has fully paid for the acquired fixed asset from the date of publication of the Public Tender to the date of submission of the application;9. Photocopies of awards and recognitions for achieved results in business, if the applicant has them;10. The applicant who is a single parent, in addition to the above-mentioned documents, also submits photocopies of proof of the status of a single parent: final divorce decree, death certificate for the other parent, birth certificate for children, certificate of regular schooling for children up to the age of 26.FUND PAYMENT AND FUNDS USER OBLIGATIONSThe selected applicant is before signing the contract, is obliged to open a special dedicated account with the Treasury Administration, which is included in the consolidated account of the treasury of the city of Belgrade, to which the funds would be transferred. evidence that the underlying asset in question (or basic assets) are with the Beneficiary of the funds.The Beneficiary also undertakes:- not to reduce the number of permanently employed workers specified in the application for a period of one year;- and to employ 1 person from the NES records, for a period of one year, within 30 days from the date of signing the contract.The funds will be paid to the beneficiaries of incentive funds after submission of the following evidence: concluded contract with the supplier, final invoice, proof that they have received the fixed asset/equipment in question (delivery note/receipt). If the user of the funds keeps simple or double bookkeeping, as evidence for the payment of the funds, the card of fixed assets, a bank statement from which it can be determined that the entire amount of justified expenses has been paid to the supplier must be submitted. As proof that the fixed asset has been paid, it is necessary that the "call number" in the bank statement be linked to the document on the basis of which the payment was made (agreement, estimate or invoice).As a means of securing contractual obligations, the beneficiary of the funds shall submit a registered blank promissory note, certified by the business entity, the beneficiary's funds, with a bill of exchange authorization.The commission for evaluation and ranking of applications under the Public Tender will carry out immediate inspection on the ground in order to determine the factual situation regarding the acquisition of the fixed asset and/or acquired fixed assets, before disbursing the funds to the users of the funds, as well as checking the number of permanently employed workers.The user of funds cannot submit documentation for the payment of funds with changed elements related to the fixed asset and the supplier from whom the fixed asset is purchased in relation to the documentation he submitted in the application.Users of funds who procure fixed assets from importers must take into account the deadlines for submitting documentation for the disbursement of funds.MODE AND DEADLINES FOR SUBMITTING APPLICATIONSPrecisely and correctly completed Application with supporting documentation (in accordance with the Public Competition), submitted in person or by post to the office of the City Administration of the City of Belgrade, Secretariat for the Economy (Kraljice Marija No. 1, third floor), in a sealed envelope, on which the following must be written:On the front side• Secretariat for the Economy of the City Administration of the City of Belgrade, Kraljice Marije 1/XVII, Belgrade• Notice - "Public competition for the allocation of funds to support the development of female entrepreneurship for the year 2016 - "do not open".On the back of the envelope, it is mandatory to state the name and address of the applicant and the applicant's contact telephone number.The deadline for submitting applications with supporting documentation is June 27 2016, until the 15 hours.All applications that reach the Secretariat for the Economy of the City of Belgrade by the indicated deadline, regardless of the method of delivery, will be considered timely.Untimely, incomplete and applications sent by other means (e.g. by fax or e-mail), or delivered to other addresses, will not be considered. the deadline for submitting applications has expired.The application and the attached documentation will not be returned to the applicant.For additional information, you can contact the phone number 011/715-7379 and 011/715-7356, as well as via e-mail: privreda@beograd.gov.rs.
